進(jìn)一步強(qiáng)化規(guī)劃環(huán)評(píng)的法律地位，促進(jìn)規(guī)劃環(huán)評(píng)實(shí)施。摒棄部門和地方短期利益，盡快研究出臺(tái)《規(guī)劃環(huán)境影響評(píng)價(jià)條例》。完善規(guī)劃環(huán)評(píng)技術(shù)體系，規(guī)范規(guī)劃環(huán)評(píng)實(shí)施。以規(guī)劃是否能夠促進(jìn)區(qū)域環(huán)境與經(jīng)濟(jì)社會(huì)的協(xié)調(diào)發(fā)展為核心，把規(guī)劃區(qū)域的環(huán)境子系統(tǒng)、經(jīng)濟(jì)子系統(tǒng)和社會(huì)子系統(tǒng)作為一個(gè)整體，結(jié)合規(guī)劃的類型和實(shí)施規(guī)劃的區(qū)域特色，不斷完善規(guī)劃環(huán)評(píng)的技術(shù)體系，不斷完善規(guī)劃環(huán)評(píng)的實(shí)施機(jī)制、管理制度，對(duì)規(guī)劃環(huán)評(píng)的經(jīng)費(fèi)、程序、內(nèi)容、方法等問題予以全面規(guī)范。加強(qiáng)流域、區(qū)域性礦產(chǎn)開發(fā)規(guī)劃環(huán)評(píng)，統(tǒng)籌區(qū)域資源利用。將規(guī)劃環(huán)評(píng)列入國(guó)家礦產(chǎn)資源開發(fā)管理的有關(guān)規(guī)定，確保規(guī)劃環(huán)評(píng)與礦產(chǎn)資源規(guī)劃同步進(jìn)行。打破行政界線，依據(jù)區(qū)域、流域環(huán)境承載能力，統(tǒng)籌礦產(chǎn)資源開發(fā)，逐步形成國(guó)家、省、市和縣4級(jí)礦產(chǎn)資源規(guī)劃環(huán)評(píng)監(jiān)管體系，重點(diǎn)加強(qiáng)國(guó)家規(guī)劃礦區(qū)，煤、鐵、石灰等對(duì)國(guó)民經(jīng)濟(jì)具有重要價(jià)值礦區(qū)和鎢、銻、錫、金、離子型稀土等保護(hù)性開采特定礦種開發(fā)的規(guī)劃環(huán)評(píng)工作。強(qiáng)化流域區(qū)域性重點(diǎn)行業(yè)規(guī)劃環(huán)評(píng)，優(yōu)化流域資源開發(fā)。從流域、區(qū)域的角度加強(qiáng)鋼鐵、石化、電力、造紙和煤化工等重點(diǎn)行業(yè)的規(guī)劃環(huán)境影響評(píng)價(jià)，依據(jù)流域整體水、土等資源和環(huán)境承載能力，合理確定流域重點(diǎn)行業(yè)發(fā)展布局，規(guī)范各地重點(diǎn)行業(yè)的發(fā)展規(guī)模，優(yōu)化流域資源開發(fā)利用格局。
