分包商的高級工地工作人員應
1 負責確保他的工地工作人員應當實施有關分包工程廢物管理措施,以滿足所需標準。
2 當處理所有廢物管理事宜時,和主承包商及其他分包商通力合作
開展現(xiàn)場拆建物料分類工地座談,以促進所有員工在拆建物料的處理、整理、重復使用和回收的意識。
2.0執(zhí)照要求
2.1 作為化學廢物生產者注冊
根據(jù)廢物處置(化學廢物)(一般)規(guī)定,化學品廢物(包括石棉在內)生產者必須向環(huán)保署登記。
在施工中,設備/廠房會產生廢油和其他使用過的材料。因此,我們作為廢物生產者注冊。根據(jù)PS條款25.20(5)i,所有生成的化學廢物將被收集,并被專業(yè)承包商和持牌化學廢物收集者處置。
2.2 傾銷證到公眾填料
土地(雜項規(guī)定)條例規(guī)定將獲得傾銷許可證的提供合適建筑廢物的個人或公司,(如惰性建筑碎片:土壤、巖石、混凝土、磚、水泥石膏/砂漿,惰性建筑碎片、骨料和瀝青等)到公眾填料。證書由地政總署署長授予土木工程拓展署權力頒發(fā)。在這份合同中,所有的惰性拆建如堅硬的巖石和人工硬質材料應精簡到200級巖石填充并交付到指定的工程范圍內臨時堆存。
然而,根據(jù)PS第1.103條,所有非惰性拆建物料應設置在新界東北堆填區(qū)。
3.0法定要求
以下立法和技術規(guī)范涉及到香港廢物的處理:

•環(huán)境保護署關于包裝、標簽及化學廢物存放的實施規(guī)程(1992)
廢物處置條例禁止擅自處置廢物。建筑廢物沒有直接在廢物處置條例中定義,但被認為屬于“貿易廢物”的范疇。根據(jù)廢物處置條例,廢物只能在環(huán)境保護署許可的區(qū)域處理。
根據(jù)廢物處置(化學廢物)(一般)規(guī)定,所有化學廢物(包括石棉)的生產商必須向環(huán)保署登記和處理其廢物,或者利用環(huán)保署許可的現(xiàn)場工廠,或者安排一個持牌收集商將廢物變?yōu)槌峙圃O施。條例還規(guī)定了現(xiàn)場提供的倉儲設施,包括標簽和警示標志,并且要求書面程序和培訓,以應對緊急情況,如溢漏、泄漏或儲存化學廢物所產生的意外事故。
根據(jù)廢物處置{建筑廢物處置收費}規(guī)定{第354章N} - 建筑廢物處置收費方案,將簡歷運載記錄制度。 PECL應為該合同單獨開戶,并通過該賬戶支付費用。 PECL應對廢物運輸商發(fā)行“代金券”,以在廢物處理設施中處理非惰性拆建廢物。
拆建材料(C&D) 的非惰性部分應盡可能重復使用或回收,新界東北堆填區(qū)垃圾填埋地處理。拆建物料惰性部分應該在填土上重復使用或在工地上的地盤平整工程。
附則的公眾凈化及防止騷擾對未授權(無照)的區(qū)域的非法傾倒垃圾提出了進一步的控制。
7.0 Corrective Action
Waste control be part of the site inspection by Site Management Team and weekly site walk by Waste Control Coordinator / Environmental Engineer. In case of any non-compliance in respect of the waste management procedures, the following procedure would be followed:
1. The Construction Team would immediately notify the persons held responsible for not adopting the appropriate measures.
2. The Construction Team would report the incident to the Site Management.
3. The Construction Team would propose and carry out mitigation measures in a timely manner as specified on the Mitigation & Implementation Schedule.
4. The Site Management would evaluate the effectiveness of the mitigation measures, and insist on further mitigation measure if non-compliance still exists.
5. Once the mitigation measure is satisfactorily implemented, the non-compliance event would be closed and the event would be recorded. The construction team will be informed of measures to prevent reoccurrence of the non-compliance where possible.
6. The Inspection and Correction action record shall be submitted to ER.
8.0 Preventative Action
In order to ensure that waste mitigation measures would effectively implemented, the following preventive actions are will be adopted:
• The Construction Team will be directly responsible for waste management and will report directly to Site Management.
• The Site Management will supervise the Construction Team to record the waste production levels and make proper written records.
• The Site Management will arrange monthly review to the progress of waste management works at site.
• The Site Management will carry out quarterly and ad-hoc site walks to observe and report the waste production and handling carried out by the Construction Team.
• The Site Management and Construction Team will remind all workers and Sub-Contractors of the importance of proper waste management measures.
