一 工程概況及投標(biāo)說明

1工程概況

項目名稱：德司達（南京）染化料項目（DyStar Nanjing Colurs Project）

工程地點：南京化學(xué)工業(yè)園區(qū)內(nèi)I-A15-1地塊，西南臨方水西路，東南臨白龍路。

工廠類型：染化料生產(chǎn)廠

工廠性質(zhì)：新建

工程范圍：包括地上管道、設(shè)備安裝、鋼結(jié)構(gòu)、絕熱保溫、防腐工程。

2工程特點

★本工程以地上管道和設(shè)備安裝為主，其中管道材質(zhì)種類多、管徑小、管配件多；設(shè)備以中小型為主，體積小、重量輕、數(shù)量多。施工中應(yīng)特別注意，依照業(yè)主的編訂規(guī)則保持預(yù)制管線及到貨設(shè)備的標(biāo)識和著色碼。嚴(yán)防材質(zhì)和設(shè)備位號的混淆。

★施工質(zhì)量要求高：施工時必須選派優(yōu)秀施工作業(yè)人員，嚴(yán)格按照供貨商的安裝圖紙和技術(shù)文件要求進行組織施工，切實抓好安裝、焊接、絕熱保溫、防腐及調(diào)試的施工質(zhì)量。

★安全要求嚴(yán)：本工程位于南京化學(xué)工業(yè)園區(qū)內(nèi)，施工前在施工區(qū)域周圍搭設(shè)必要的隔離，施工中嚴(yán)格遵守業(yè)主用電、動火管理規(guī)定，嚴(yán)格服從業(yè)主的管理和調(diào)度。切實作好防火、防爆、防中毒工作。

★設(shè)備布置緊湊、施工場地狹窄、交叉作業(yè)頻繁；施工現(xiàn)場需考慮設(shè)備擺放及吊車站位。施工中需合理安排施工工序和作業(yè)時間，充分提高場地利用率，加強安全管理，確保施工順利進行。同時要從大局出發(fā)，嚴(yán)格服從業(yè)主和監(jiān)理的統(tǒng)一安排，與兄弟單位密切合作，確保施工總體進度和裝置按期投產(chǎn)。

3投標(biāo)說明

我公司收到貴公司（南京）染化料項目招標(biāo)文件后，立即組織了有關(guān)人員對其進行了認(rèn)真的閱讀和研究，并初步勘察了施工現(xiàn)場，對招標(biāo)文件中業(yè)主的全面考慮和細(xì)致安排表示贊許，對其中的各項要求、條件，均表示同意和認(rèn)可，并按招標(biāo)文件要求編制了本技術(shù)文件，作為投標(biāo)文件的組成部分，該技術(shù)文件主要包括項目組織機構(gòu)、施工部署、主要施工方案、直接人力計劃匯總、綱要計劃表、人力柱狀圖及S曲線、現(xiàn)場主要設(shè)備表、替代方案、例外和偏差、質(zhì)量控制調(diào)查表、我公司HSE評估與調(diào)查表。

由于本公司施工專業(yè)齊全，有充裕的施工機具和勞動力，整個工程全部由本公司承擔(dān)，不存在工程分包。

主要編制依據(jù)如下：

★德司達（南京）染化料項目招標(biāo)文件。

★本公司《質(zhì)量管理手冊》及質(zhì)量控制程序文件。

★本公司《HSE管理手冊》及程序文件。

★現(xiàn)場踏勘情況。

★公司多年來積累的施工經(jīng)驗。

★相關(guān)施工標(biāo)準(zhǔn)及驗收規(guī)范。

Method Statement

I. Overview and Bid Statement

1. Overview

Project Name: DyStar Nanjing Colors Project

Location: I-A15-1 Block, Nanjing Chemical Industrial Park, adjacent to Fangshuixilu Road on southwest and to Bailong Road on southeast. 

Plant Type: Chemical Dye

Plant Nature: New Build

Project Scope: aboveground piping, equipment installation, steel structure, insulation, heat preservation and corrosion protection work.

2. Project Features

★ Mainly dealing with aboveground piping and equipment installation works, in which, piping features in various materials, small diameter and diversified parts, and equipment in medium-small size, compactness, light weight and large number. Attention shall be paid to maintain prefabricated piping line, marking and coloring code of delivered equipment in accordance with Owner-made provision to avoid confusion of material quality and equipment location number.

★ High Quality Specification: assign qualified construction personnel; conduct construction in compliance with drawings and technical documents provided by Supplier and ensure installation, welding, insulation, corrosion protection and debugging quality.

★ Strict Safety Assurance: Make sure to put up isolation facilities around construction site prior to construction; follow Owner-made regulations concerning power consumption and firing as well as Owner’s management; carry out fireproofing, explosion proofing and toxic protection since such Project is located in Nanjing Chemical Industrial Park.

★ Make sure all facilities are well arranged and hoist well positioned as equipment is deployed in a compact way, construction site is narrow and crossed workings are frequent; make reasonable procedure and work timetable to improve site utilization and strengthen safety management to ensure that construction goes smoothly; follow any instruction of Owner and Supervisor and coordinate with related organizations for fulfillment of overall schedule and due operation of plant.

3. Bid Statement

Upon reception of your IFB Document concerning DyStar Nanjing Colors Project we immediately organize a team for review and study, and perform preliminary field survey. We agree with Owner’s consideration and arrangement, accept any requirement and condition therein and prepare this technical document in compliance with any requirement specified in tender document as part of our bid document. Such technical document consists of project organization, construction arrangement, construction scheme, direct manpower plan, outline schedule, manpower histogram and “S” curves, list of onsite equipment, alternative proposal, exception and deviation, quality control questionnaire, our HSE assessment and questionnaire.

We shall undertake all works instead of subcontracting since we have complete construction specialties, sufficient construction machines, tools and labor.
