1. 目的
通過實(shí)施培訓(xùn)及考核,提高本實(shí)驗(yàn)室人員的質(zhì)量意識(shí)及技術(shù)水平,保證質(zhì)量體系的有效運(yùn)行,并不斷完善,以達(dá)到持續(xù)滿足客戶對檢測服務(wù)的要求。

2. 適用范圍
使用與實(shí)驗(yàn)室所有參與質(zhì)量體系運(yùn)作的員工。
3. 定義
3.1. 新員工入職培訓(xùn):針對每位新入職員工,由人力資源部組織的培訓(xùn),包括公司的發(fā)展,組織結(jié)構(gòu),經(jīng)營方針,以及公司規(guī)章制等內(nèi)容培訓(xùn)和實(shí)驗(yàn)室組織的崗位技能培訓(xùn)。
3.2. 老員工在職培訓(xùn):使老員工適應(yīng)業(yè)務(wù)發(fā)展的新要求進(jìn)行的培訓(xùn)。
4. 權(quán)責(zé)
4.1. HR負(fù)責(zé)組織、實(shí)施和配合實(shí)驗(yàn)室的培訓(xùn)工作
4.2. 實(shí)驗(yàn)室主管負(fù)責(zé)組織、實(shí)施本部門的培訓(xùn)工作
4.3. 實(shí)驗(yàn)室文件管理員負(fù)責(zé)組織培訓(xùn)需求調(diào)查,建立員工技術(shù)檔案,歸檔員工培訓(xùn)及考核記錄。

6. 工作程序
6.1. 實(shí)驗(yàn)室文件管理員負(fù)責(zé)編制《實(shí)驗(yàn)室人員一覽表》(LP-025-01),并隨時(shí)更新。
6.2. 文件管理員負(fù)責(zé)建立本實(shí)驗(yàn)室技術(shù)人員個(gè)人技術(shù)檔案,以證明其技術(shù)經(jīng)歷和作業(yè)能力。技術(shù)檔案包括:
(1) 《實(shí)驗(yàn)室員工履歷表》(LP-025-02)
(2) 學(xué)歷、學(xué)業(yè)證明
(3) 專業(yè)技術(shù)能力資格證明
(4) 授權(quán)任職文件
(5) 各種培訓(xùn)記錄
(6) 其他有必要的證明,如:身份證復(fù)印件。
6.3. 年度培訓(xùn)計(jì)劃
6.3.1. 每年十一月份,實(shí)驗(yàn)室文件管理員組織對實(shí)驗(yàn)室人員進(jìn)行年度培訓(xùn)需求調(diào)查:發(fā)放《實(shí)驗(yàn)室______年度培訓(xùn)需求調(diào)查表》(LP-025-03)于實(shí)驗(yàn)室人員填寫。
6.3.2. 技術(shù)主管匯總《實(shí)驗(yàn)室______年度培訓(xùn)需求調(diào)查表》(LP-025-03),并對實(shí)驗(yàn)室人員的技術(shù)能力做出分析,根據(jù)工作需要和人員的實(shí)際能力在每年12月1號前擬定員工《實(shí)驗(yàn)室_______年度培訓(xùn)計(jì)劃表》(LP-025-04)。
6.3.3. 技術(shù)主管擬定《實(shí)驗(yàn)室______年度培訓(xùn)計(jì)劃表》(LP-025-04)后,報(bào)實(shí)驗(yàn)室質(zhì)量主管審批,提交至人力支援部備案。
6.4. 新員工崗前培訓(xùn)
6.4.1. 新員工在入職后,由人力資源部門根據(jù)《QP-009-2.0教育訓(xùn)練管理程序》6.8 “新員工入職培訓(xùn)”對其培訓(xùn)及相應(yīng)的考核。
6.4.2. 實(shí)驗(yàn)室主管根據(jù)各崗位的工作要求,將需要培訓(xùn)的項(xiàng)目填寫于《新員工培訓(xùn)表-----非一線人員》(QP-009-09),并組織人員對新員工進(jìn)行培訓(xùn)及做相應(yīng)的考核,檢測人員正式授權(quán)上崗前,必須進(jìn)行考核,該考核包括理論和現(xiàn)場操作考核,考核項(xiàng)必須覆蓋計(jì)劃授權(quán)檢測范圍有關(guān)標(biāo)準(zhǔn)的全部項(xiàng)目,完全通過后才可正式授權(quán)上崗。
6.4.3. 沒有檢測經(jīng)歷的操作者應(yīng)進(jìn)行以下內(nèi)容的嚴(yán)格的培訓(xùn):工作流程、試驗(yàn)?zāi)康模徊煌瑯?biāo)準(zhǔn)的要求;試驗(yàn)程序、儀器設(shè)備使用和相關(guān)檢測技巧;每個(gè)試驗(yàn)的關(guān)鍵點(diǎn);樣品識(shí)別;結(jié)果報(bào)告和記錄;儀器校準(zhǔn)和維護(hù)核查的重要性;試驗(yàn)結(jié)果的判定。
6.5. 老員工在職培訓(xùn)
6.5.1. 內(nèi)部培訓(xùn)
6.5.1.1.開展新的項(xiàng)目或標(biāo)準(zhǔn)修訂,應(yīng)及時(shí)編制或修改相應(yīng)的作業(yè)指導(dǎo)書,并及時(shí)對從事該檢測項(xiàng)目的人員進(jìn)行培訓(xùn),經(jīng)考核合格后方可展開工作。
6.5.1.2.所有的內(nèi)部培訓(xùn)都需要填寫《培訓(xùn)簽到表》(QP-009-08),以便人員考核統(tǒng)計(jì)。
6.5.1.3.技術(shù)主管組織培訓(xùn)效果的考核,并填寫《實(shí)驗(yàn)室人員培訓(xùn)考核表》(LP-025-05),考核方式可靈活多樣,如采用理論知識(shí)考卷或?qū)嶋H操作能力考核等方式。
6.5.1.4.考核合格后,方可安排工作。對沒有達(dá)到培訓(xùn)目標(biāo)的員工,技術(shù)主管應(yīng)再次安排培訓(xùn)和考核。如仍達(dá)不到要求的,由技術(shù)主管提請最高管理者對其工作另行安排。
6.5.1.5.對臨時(shí)聘用的檢測人員或輔助人員由檢測室負(fù)責(zé)人負(fù)責(zé)對其進(jìn)行必要的培訓(xùn)和考核,考核合格后準(zhǔn)予有限制上崗。
6.5.2. 外部培訓(xùn)
6.5.2.1.若員工需要外部培訓(xùn)時(shí),請參照《QP-009教育訓(xùn)練管理程序》 6.4.2. 外部培訓(xùn)申請進(jìn)行申請。員工參加由公司出資的培訓(xùn)項(xiàng)目而獲得的培訓(xùn)證件的復(fù)印件須交至人力資源部保管。并復(fù)印一份給實(shí)驗(yàn)室文件管理員歸檔到實(shí)驗(yàn)室人員檔案,由實(shí)驗(yàn)室保存管理。
6.6. 文件管理員負(fù)責(zé)組織培訓(xùn)計(jì)劃及實(shí)施記錄的收集、存檔。
6.7. 實(shí)驗(yàn)室所有人員應(yīng)積極配合資料管理員做好員工培訓(xùn)記錄的收集,主動(dòng)將個(gè)人手中保存的培訓(xùn)資料(復(fù)印件或原件)及時(shí)交資料員存入員工技術(shù)檔案。
6.7.1. 測試標(biāo)準(zhǔn)的重復(fù)培訓(xùn)
6.7.1.1.為獲得準(zhǔn)確可靠的試驗(yàn)結(jié)果,對從事本領(lǐng)域的測試人員,持續(xù)進(jìn)行測試標(biāo)準(zhǔn)的培訓(xùn)。培訓(xùn)時(shí)間為每半年一次或者標(biāo)準(zhǔn)變更時(shí)立即培訓(xùn)。應(yīng)將這兩次的培訓(xùn)列入年度培訓(xùn)計(jì)劃表。
6.8. 人員能力分配
6.8.1. 按照檢測方法理論與實(shí)際操作考核結(jié)果填寫《實(shí)驗(yàn)室人員培訓(xùn)考核表》(LP-25-05),根據(jù)考核結(jié)果對人員進(jìn)行分配工作。

1. Purpose
Improve the quality consciousness and technical level of laboratory technologists through training and assessment, so as to ensure the effective operation of quality system, and perfect the system, in order to constantly satisfy the requirements of our clients for testing service.
2. Scope
Apply to all employees participated the quality system operation of laboratory.
3. Definition
3.1. New employee orientation training: human resources department organize the training activities for each new employee, including the development of the company, organization structure, management policy, and the regulations system training and on job training of laboratory.
3.2. On job training of old employees: training the old employees to familiar the new requirements for business development.
4. Authorities 
4.1. HR is responsible for organizing, implementing, and cooperating with the training works of laboratory.
4.2. Lab director shall be responsible for the organization and implementation of the training work of the department.
4.3. Laboratory file manager is responsible for organizing and training the needs survey, set up an employee technical file, maintaining company training and assessment records of staff.
4.4. Technical director shall be responsible for formulating the annual laboratory training plan.

6. Working procedures
6.1. Lab file manager shall be responsible for formulating and updating the “Laboratory Technologists List” "(LP-025-01).
6.2. File manager is responsible for establishing the individual technique files of laboratory technologists, so as to prove their experience and work ability. The technical files including:
(1) “Laboratory technologists resume” (LP 025-02)
(2) Diplomas and academic certificate
(3) Professional technical qualifications
(4) Authorized documents
(5) Other training records
(6) Other necessary documents, such as: copy of ID Card.
6.3. Annual training plan
6.3.1. In November of each year, laboratory file manager shall organize the laboratory technologists for needs survey of annual training: issues “    laboratory training needs questionnaire” (LP 025-03) filled in by lab technologists.
6.3.2. Technical director shall collect the “    laboratory training needs questionnaire” (LP 025-03), evaluate the technical ability of laboratory technologists, and formulate the “    laboratory training needs questionnaire” (LP 025-04) according to the need of the actual work and personnel ability on December 1st each year.
6.3.3. Technical director draw up the “    laboratory training needs questionnaire”, submit to laboratory quality supervisor for approval, and then submit to the manpower support department for the record.
6.4. On job training of new employees
6.4.1. The human resources department shall train and assess the new employees according to  article 6.8 “On job training of new employees” of “QP 009 2.0 education training management procedures”.
6.4.2. The lab director shall fill out the training program in “new employee training form - not front-line staff” according to the job requirements, organize personnel training and examination for new employees. Before taking up their posts formally authorized, testing personnel shall pass the corresponding examination, including theory and field operation assessment. The content of examination must cover the relevant standards of all the projects of authorized examination scope in plan, and start to work after completely passed examination.
6.4.3. The operator without the testing experience shall subject to the strict train of following content: work procedure, test purpose, different standard requirements; test procedures, instrumentation, and related testing skills, key points of each test the, sample identification, results report and record, the importance of instrument calibration and maintaining verification, and the judgment of experiment results.
6.5. On job training of old employees
6.5.1.Internal training
6.5.1.1.Before starting a new project or making any revision of the standards, made or revised the relevant guides in time, and trained the person in charge of inspection in time till they are qualified. 
6.5.1.2.All internal training shall be finished with a “Training Sign-up Form” for the convenience of personnel evaluation statistic.
6.5.1.3.Technical directors shall be in charge of evaluation of the effects of the training, which can be flexible and done with theory tests as well as operation tests, and fill in the “Lab Person Training Evaluation Sheet” (LP-025-05).
6.5.1.4.One should pass the tests before any job arrangements. For those who failed the tests, they can be given on more chance. If they still cannot pass, Technical directors shall rearrange their work with top manager’s permission.
6.5.1.5.Training and evaluation, hold by Lab Directors, are necessary for temporary check personnel or assistant personnel . They can go to work with limits after being tested qualified.
6.5.2. External training
6.5.2.1. If the employee need external training, please refer to article 6.4.2. External Training Application of “QP-009 Education Training Management Procedures” for application. Employees shall submit the copy of the training certificate issued by the training program, which funded by the company. And submit another copy to laboratory file manager for records.
6.6. File manager is responsible for organizing the training plan and implementing the collection and archive of records.
6.7. All laboratory personnel shall cooperate with data manager for the collection of staff training records. Send the training data (copy or the original document) to data manager for records.
6.7.1. Repeated training of test standards
6.7.1.1. To get accurate and reliable results, the testing personnel engaged in the field shall continuously participate the training of test standard. Training time changes form every six months or standard change to immediate training. It is required to list the two training in the annual training plan.
6.8. Personnel assignment according to their abilities 
6.8.1. Fill in “Laboratory technologists training progress” (LP-25-05) according to the theoretical and practical examination results. Assign the work according to the assessment results of the person in examination.
