Technical Support Service for Router Configuration of CNPC Oil and Gas Adjustment & Control Center

 一、 服務(wù)內(nèi)容及服務(wù)步驟:
I.  Service Content and Service Step:
1. 項目涉及管線的所有站場,建立與北京及廊坊調(diào)控中心的路由規(guī)劃,配置,管線13條包括:陜京一線、陜京二線、西氣東輸、冀寧線、淮武聯(lián)絡(luò)線、忠武線、澀寧蘭、中滄線、鄯烏線、輪庫線、蘭銀線、港滄線和哈大線。
1. The project is revolved in all pipeline stations, establishing thirteen pipelines according to router layout and configuration of Beijing and Langfang control centers as followings: Shanjing line 1, Shanjing line 2, west-to-east gas transmission, Jining line, Huaiwu tie-line, Zhongwu line, Seninglan, Zhongcang line, Shanwu line, Lunku line, Lanyin line, Gangcang line, Hada line.
2. 整個油氣調(diào)控中心的所有網(wǎng)絡(luò)與路由工程任務(wù),包括各現(xiàn)有運行中心,新建中心和所有遠端站點。
2. All networks and router engineering assignments in the whole oil and gas regulating center, including current operation center, newly established center and all remote stations
3. 了解目前狀態(tài) ,(上海中心下掛200多個節(jié)點,北京華油中心下掛50多個節(jié)點),整理原來項目四個中心 (北京,上海,華油,廊坊)及下掛接點的詳細網(wǎng)絡(luò)規(guī)劃,IP地址配置,路由策略。
3. Know about current status, (Shanghai center owns over 200 nodes, Beijing and Huayou centers own over 50 nodes), arrange four former centers (Beijing, Shanghai, Huayou, and Langfang), and detailed network layout of nodes, IP address configuration, router plot.
4. 了解新的數(shù)據(jù)中心需求,對新控制中心進行項目規(guī)劃,IP地址規(guī)劃,路由策略規(guī)劃,路由優(yōu)化調(diào)整,與第三方,如光傳輸huawei 公司工程師進行相關(guān)技術(shù)確認。
4. Know about new demand of data center, perform project layout, IP address layout, layout of router plot, optimal regulation of router to new control center, and make related technology confirmation with engineer of the third party as Huawei Company for light transport.
5.                                                                          按新規(guī)劃進行測試,調(diào)整網(wǎng)絡(luò)規(guī)劃。
5. Carry out testing and regulate network layout according to new layout.
6.                                                       第一步:將老的四個中心下掛節(jié)點,逐步遷移到新的北京控制中心,(約250多個節(jié)點),同時保持這些節(jié)點到上海的路由,上海,北京和廊坊之間具有并行通訊通道。
7. Step 1: 
Transfer nodes of four former centers to new Beijing control center, (about over 250 nodes), and reserve the route of these nodes to Shanghai, there are parallel communication channels among Shanghai, Beijing and Langfang.
                                                                                                      第二步:將新的廊坊控制中心做為北京主中心的備份中心,在新北京控制中心下掛的節(jié)點同時要與備份中心互通(節(jié)點遷移大約250個節(jié)點)同時考慮數(shù)據(jù)備份與恢復(fù)策略.
Step 2: Set new Langfang control center as a backup center to Beijing main center, besides the nodes under new Beijing control center, communicating with backup center mutually (about 500 nodes need transferring) taking data backup and recovery plot into account at the same time.
                                                                                                第三步:上海中心還是同時作為西氣東輸?shù)臄?shù)據(jù)中心,原來下掛200個節(jié)點需要遷移到新的地址規(guī)劃和路由策略上.
  Step 3: Shanghai center is still the data center for west-to-east gas transmission at the same time, and the former 200 nodes shall be transferred onto new address layout and route plot.
5.本項目結(jié)束后,對新的三個控制和數(shù)據(jù)中心系統(tǒng),及下掛250多個節(jié)點進行維護,數(shù)據(jù)調(diào)整,等遷移維護.同時提供常規(guī)服務(wù)、應(yīng)急服務(wù)、應(yīng)用擴展服務(wù)、特殊服務(wù)。
5. After this project has been completed, perform maintenance, data adjustment, transferring maintenance to three new control and data central systems as well as over 250 nodes. Meanwhile, provide regular service, emergency service, application expanding service and special service.
1.1常規(guī)服務(wù)
1.1 Regular Service
常規(guī)服務(wù)包括配置管理、工程管理、中心現(xiàn)場巡檢、系統(tǒng)日常優(yōu)化、應(yīng)急預(yù)案、工作日志等(服務(wù)范圍北京,上海,廊坊,其它管線節(jié)點現(xiàn)場服務(wù)費用不含在內(nèi))。
The regular service includes configuration management, engineering management, on-site inspection of center, daily system optimizing, contingency plan, and working log, etc. (service scope includes Beijing, Shanghai, and Langfang, the on-site service charge of other pipeline nodes is excluded).
1.1.1配置管理
1.1.1 Configuration Management
準確地記錄路由器的配置參數(shù)、系統(tǒng)軟件版本和IP地址的規(guī)劃等,以便它們能夠準確地反映系統(tǒng)的配置情況,并提交相關(guān)文檔。
Record the Configuration data of router, software version of system and IP address, etc exactly, so as to indicate Configuration situation correctly and deliver related documents.
1.1.2工程管理
1.1.2 Engineering Management
即準確地記錄設(shè)備類型、設(shè)備配備、地理位置、運行狀態(tài)以及設(shè)備的連接狀況等,以便它們能夠準確地反映出網(wǎng)絡(luò)中的設(shè)備情況,并提交相關(guān)文檔。
Exactly record equipment type, arrangement of equipment, geographical position, operation status and connection status of equipment, etc., so that they could reflect the equipment status in network precisely, and deliver related documents.
1.1.3現(xiàn)場巡檢(一次/每月)
1.1.3 On-site Inspection (once per month)
巡檢的范圍為上海,北京,廊坊控制中心:即對設(shè)備的運行環(huán)境(如電源、溫度和防塵等)、設(shè)備連接的牢固程度、設(shè)備運行狀態(tài)、傳輸差錯率和丟包率、設(shè)備運行日志等進行檢查,并提交《巡檢計劃》、《巡檢記錄》、《巡檢報告》、《整改建議》等文檔.
The inspection scope includes Shanghai, Beijing, and Langfang control centers: i.e. inspect the operation environment of equipment (e.g. power supply, temperature and dust prevention, etc.), fastness degree of equipment connection, operation status of equipment, error rate and packet loss rate, and operation log of equipment, etc. and deliver “Plan for Round Check”, “Record for Round Check”, “Report for Round Check”, and “Rectification Suggestion”, etc.
1.1.4系統(tǒng)日常優(yōu)化 System daily optimization
包括對網(wǎng)絡(luò)配置的優(yōu)化和設(shè)備的系統(tǒng)軟件升級,消除一些潛在的影響系統(tǒng)穩(wěn)定和效率的因素,從而從系統(tǒng)的性能、結(jié)構(gòu)和配置等幾方面來提升系統(tǒng)的穩(wěn)定性和工作效率。在進行相應(yīng)的工作內(nèi)容時,必須提交必要性和可行性的評估報告,制定實驗方案、測試方案、實施方案,并進行實施,同時提交《系統(tǒng)日常優(yōu)化建議》、《系統(tǒng)優(yōu)化方案》等文檔。
Includes the optimization of network configuration and update of system software of equipments; eliminate a certain potential elements affect the system stability and efficiency so as to upgrade the system stability and efficiency in system performance, structure and configuration, etc. During the process of related operational procedure, it is necessary to submit the evaluation report for its necessity and practicability, and to define the experimental program, testing program, implementation program, perform implementation as well as submit “System daily optimization suggestion”, “System daily optimization program”, etc.
1.1.5應(yīng)急預(yù)案Emergency plan
即充分分析和研究可能引起突發(fā)故障的原因,做出應(yīng)急預(yù)案,盡量減小突發(fā)故障造成的損失,并提交《應(yīng)急處理預(yù)案》等文檔。
Adequately analysis and study the reason which may raise the sudden failure, and perform the emergency plan so as to reduce the losses occurred by the sudden failure and submit the document of “Emergency treatment plan”, etc.  
1.1.6工作日志Logbook
巡檢,應(yīng)急服務(wù),現(xiàn)場服務(wù)其間,記錄每日的工作情況,包括系統(tǒng)運行的狀態(tài)、對系統(tǒng)做過的改動、系統(tǒng)當日發(fā)生的情況、系統(tǒng)日志文件的檢查等,同時提交對系統(tǒng)日志文件的分析報告。
Recored daily working situation during patroling and checking procedure, emergency servie and on site service, including system operaiton status, system adjustment, system current situation, system logbook inspection and submit the analysis report on system logbook.     
1.1. 7我公司在合同服務(wù)期間向客戶提供(5×8)的電話支持服務(wù)。
Our company shall supply the(5×8)telephone support service for our client during the term of contract. 

 

1.2應(yīng)急服務(wù) Emergency service
應(yīng)急服務(wù)即客戶系統(tǒng)出現(xiàn)故障,我公司在合同服務(wù)時間內(nèi)提供服務(wù)并排除故障。
Emergency service is to provide service to eliminate malfunction during the term of contract when malfunction occurred in costumer system.
1.2.1我公司向提供全天候(5×8)的電話支持服務(wù)。
We provide (5×8)telephone support service around hours.
1.2.2當我公司的電話支持不能排除設(shè)備故障,并接到客戶要求現(xiàn)場服務(wù)的電話后,北京,上海2小時內(nèi)到達現(xiàn)場排除故障,廊坊2-4小時內(nèi)到達現(xiàn)場排除故障,其它管線節(jié)點最短時間內(nèi)到現(xiàn)場,如我公司在現(xiàn)場2小時內(nèi)不能排除故障,商請廠家網(wǎng)絡(luò)工程師進行現(xiàn)場解決。When our telephone support can not eliminate malfunction of equipments and we receive the call from our costumer asking for field service, our company shall offer our costumer in Beijing and Shanghai the field support service to eliminate the malfunction within 2 hours. Costumer in Langfang shall receive the field support service to eliminate the malfunction within 2-4 hours. The other nodes of pipeline shall receive the field support service in the shortest time. If our company can not eliminate the malfunction with 2 hours in the field, network engineer of manufacturer shall be invited to solve the malfunction in the field.
故障排除后,提交《故障問題分析報告》、《故障處理過程》、《預(yù)防類似故障分析》、《緊急故障工作日志》等文檔,以便對系統(tǒng)發(fā)生的問題進行跟蹤查詢。
After the malfunctions was eliminated, it is necessary to submit the “malfunction problem analysis report”, “malfunction treatment procedure”, “Analysis for similar malfunction prevention” and “emergency malfunction logbook” ,etc. so as to perform traceable inquire for the problem occurred in the system. 
當廊坊及其它節(jié)點需要現(xiàn)場應(yīng)急時,由甲方另外提供交通和住宿費用.
When Langfang and the other nodes need field emergency service, Part A shall bear all the extra expenses of transportation and commodity.
1.3應(yīng)用擴展服務(wù) Application and expansion service
即客戶系統(tǒng)上增加新的業(yè)務(wù)時,我公司對新增業(yè)務(wù)的可行性進行評估,制定相應(yīng)的技術(shù)方案,并配合實施等。
That is to perform feasible evaluation for newly increased business, design related technology plan and coordinate with implementation when new business was added in customer system. 
我公司還將根據(jù)甲方網(wǎng)絡(luò)的具體結(jié)構(gòu),經(jīng)過調(diào)研、整理后提交《網(wǎng)絡(luò)系統(tǒng)拓撲圖》、《網(wǎng)絡(luò)系統(tǒng)設(shè)備連接圖》、《網(wǎng)絡(luò)設(shè)備配置參數(shù)表》、《網(wǎng)絡(luò)配線結(jié)構(gòu)》等文檔。
如果網(wǎng)絡(luò)結(jié)構(gòu)發(fā)生變化,則我公司立即更新以上文檔。
In accordance with the concrete network structure of Part A, our company shall submit the documents of “Topological diagram of network system”, “Connection graph network system equipment”, “Parameters chart of network equipment configuration” and “network siding structure” ,etc. after investigation and arrangement.
If the structure of network was changed, our company would upgrade all the documents mentioned above.
   
1.4特殊服務(wù) Special service
針對客戶業(yè)務(wù)的特殊性以及該系統(tǒng)所承載業(yè)務(wù)的重要性,為確保在合同服務(wù)期間中,如遇到重大節(jié)日或重大事件發(fā)生時,網(wǎng)絡(luò)能穩(wěn)定地運行,我公司派工程師到中心現(xiàn)場值班,以便隨時向客戶提供全程維護服務(wù)。
In the light of the peculiarity of customer business and the importance of business performed by the system, to ensure the stable operation in case of important holiday or event during the term of contract. Our company shall sent engineer on duty in center field so as to provide whole package maintenance service.  
二:服務(wù)時間:直至整個項目驗收完成,即自2007年4-15至2008年4月15日
Service time: up to the completion of entire project; namely from 15th April 2007 to 15th April 2008.
三:服務(wù)費用:$50000(美元伍萬元整)
Service expenses: $50000
四:支付方式:本服務(wù)合同簽定后每三個月末甲方向乙方支付25%,一年內(nèi)付清。
Form of payment: After assignment of this contract, Part A shall pay 25% of payment to Part B every three months, the total amount shall be paid up within one (1) year.
