工程施工及設(shè)備安裝Project Construction and Equipment Installation
承包商和安裝分包商（如果有）應(yīng)按不同階段對(duì)施工安裝實(shí)施方案進(jìn)行描述。在投標(biāo)文件中應(yīng)包含以下內(nèi)容，但不限于此：The contractor and his installation subcontractor (if there is) shall describe construction installation scheme at different stages. Bid documents shall include but not be limited to information as follows:

7.2 工程施工的技術(shù)要求Technical requirements of project construction
7.2.1 施工場地與條件Construction site and conditions
承包商應(yīng)全面負(fù)責(zé)施工范圍內(nèi)的現(xiàn)場施工管理，對(duì)隧道及高架車站和區(qū)間、車輛段及控制中心施工場地內(nèi)的用水、用電、施工現(xiàn)場的安全與衛(wèi)生、場地內(nèi)的施工協(xié)調(diào)負(fù)有全面的管理責(zé)任。The contractor shall take his full responsibility for the site construction management within the site as well the management of water supply and power supply within the construction site for tunnels, elevated stations and intervals, driveways, control center, safe and clean of the construction site and construction coordination in the site.
1）臨時(shí)用地Temporary site
業(yè)主將向承包商提供一定數(shù)量的場地作為臨時(shí)設(shè)施的用地。The owner will provide the contractor with a quantity of places for the site of temporary equipment.
2）施工通道Construction passage
承包商可利用車站人行通道作為施工人員、材料，小型設(shè)備的出入口。大型設(shè)備可租用工程車運(yùn)輸至車站和區(qū)間。如承包商的施工設(shè)備、采購的設(shè)備、材料需工程車運(yùn)輸，應(yīng)在投標(biāo)書中說明，并對(duì)所有通過工程車運(yùn)輸?shù)奈锛鞒鲈敿?xì)的運(yùn)輸計(jì)劃，報(bào)業(yè)主協(xié)調(diào)安排。The contractor may make use of the pedestrian passageway of the station as the entrance and exit for construction personnel, materials and small equipment. It shall be specified in the proposal of bid documents, make a detailed transportation plan for all the articles transported by engineering van and report to the owner for coordinated arrangement if the contractor’s construction equipment or procured equipment and materials need to be transported by engineering van.
3）場地管理Site management
場地一經(jīng)移交給承包商，承包商應(yīng)在本合同工程實(shí)施全過程中對(duì)場地安全保衛(wèi)、文明施工、環(huán)境衛(wèi)生、污水排放等負(fù)全責(zé)，并不得干擾周圍居民的正常生活。因場地管理不善而引發(fā)的一切糾紛由承包商自行解決，業(yè)主不承擔(dān)任何責(zé)任。Once the site is handed over to the contractor, the contractor shall take a full responsibility for safety and guard of the site, civilized construction, environment and health as well as discharging of waste water, and ensure construction will never influence the daily life of residents living in surrounding areas under the implementation of the contract. The contractor shall settle any dispute caused by his fail management, and the owner will take no responsibility for this.
清場Site clearing：除非另行規(guī)定，在本工程完成時(shí)，承包商應(yīng)將其所使用的所有臨時(shí)設(shè)施及剩余材料和垃圾運(yùn)走，使整個(gè)現(xiàn)場和工程保持清潔，并處于良好的狀況。Unless otherwise specified, when the project is finished, the contractor shall transport all his temporary equipment for construction, surplus materials and garbage away from the site and keep the site and project clean and in a round condition.
4）施工用水、用電Water and power supply for construction
承包商有權(quán)為工程之目的使用現(xiàn)場可能提供的水電及其他服務(wù)。承包商應(yīng)為上述使用按合理價(jià)格向業(yè)主或土建承包商支付。承包商應(yīng)自費(fèi)提供上述使用所需的任何裝置。The contractor can use water, power and other services provided on the site for the purpose of construction. The contractor shall pay the owner or the civil engineering contractor for all the services at a reasonable price. The contractor shall pay for any equipment for the services mentioned above by his own.
5）臨時(shí)建筑、設(shè)施Temporary buildings and facilities
臨時(shí)建筑由承包商在業(yè)主批準(zhǔn)的范圍內(nèi)根據(jù)工程需要自行建造，承包商應(yīng)負(fù)責(zé)進(jìn)行修建、維護(hù)或拆除等全部工作。Temporary building shall be constructed by the contractor based on the project requirement with the approval of the owner. The contractor shall all such tasks as construction, maintenance and tearing down.
承包商必要時(shí)應(yīng)配備設(shè)備用房的臨時(shí)空調(diào)以滿足安裝和設(shè)備本身的要求。The contract shall equip temporary conditioning for equipment room if necessary to meet the requirements of installation and the equipment.
6）臨時(shí)通信Temporary communication
為便于施工中的聯(lián)絡(luò)，承包商應(yīng)自費(fèi)在施工現(xiàn)場安裝電話。The contractor shall have a telephone on the site for convenient communication and he will burden all the cost by his own.
7）進(jìn)場條件Approach conditions
業(yè)主將根據(jù)工程及承包商的要求，向承包商提供必要的進(jìn)場條件，而承包商應(yīng)配合業(yè)主主動(dòng)創(chuàng)造條件及完成其本身范圍內(nèi)的進(jìn)場條件，并不得以業(yè)主未提供充分進(jìn)場條件為由而怠工或要求補(bǔ)償。The owner shall provide the contractor with the necessary approach conditions as per the requirements of the project and the contractor. And the contractor shall coordinate the owner to create conditions and achieve the approach conditions from his end, and shall not delay the construction or ask for reimbursement due to inadequate approach conditions provided by the owner.
8）現(xiàn)場的檢查與移交Site inspection and hand-over
對(duì)不同系統(tǒng)的安裝，應(yīng)具備一定的前提條件。There shall be preconditions for installation of different systems.
設(shè)備承包商應(yīng)參加與設(shè)備相關(guān)土建承包商或其他承包商的竣工檢查；在每批設(shè)備安裝開始前一個(gè)月進(jìn)行現(xiàn)場檢查認(rèn)可。The equipment contractor shall participate into inspection of the equipment related construction completed by civil engineering contractor or other contractors; and make site inspection and approval a month before installation of each set of equipment.
在每批設(shè)備進(jìn)場安裝前十天，由監(jiān)理工程師主持，土建承包商向承包商移交安裝現(xiàn)場，并簽署移交文件。Under the charge of the supervising engineer, the civil engineering contractor shall hand over the installation site to the contractor and sign the hand-over document a month before approach and installation of each set of equipment.
如現(xiàn)場尚存需要修正的地方，應(yīng)由監(jiān)理工程師責(zé)成土建承包商限時(shí)解決，并在移交文件中說明。If there is any part of the construction required remedy, the supervising engineering shall require the civil engineering contractor to remedy the construction within a limited period, which shall be recorded in the document.
7.2.2 施工準(zhǔn)備Preparations for construction
1）承包商應(yīng)充分考慮本工程的特點(diǎn)，包括工期要求和高架橋上施工時(shí)的相互干擾等，提出切實(shí)可行的施工方法和施工組織方案。The contractor shall take full account of the characteristics of the construction such as construction period requirement and mutual interferences in the construction of elevated bridge to put forward a practical construction procedure and construction management scheme.
2）認(rèn)真作好施工圖交底工作。Perform explanation of construction drawings carefully.
3）檢查結(jié)構(gòu)預(yù)留孔洞、溝槽及設(shè)備基礎(chǔ)是否符合要求，發(fā)現(xiàn)與設(shè)計(jì)不符者，應(yīng)及時(shí)提出，并與土建承包商協(xié)商處理。Check the preformed holes, grooves and equipment meeting the requirements or not. If there is any problem, clarify it and settle it with the coordination of the civil engineering contractor.
4）檢查安裝機(jī)具的種類、數(shù)量及功能是否滿足施工要求。Check the types, quantity and functions of installation machines and tools meeting the construction requirement or not.
5）檢查場地是否滿足進(jìn)場條件。Check the site meeting approach conditions or not.
6）針對(duì)本工程的特點(diǎn)，對(duì)各級(jí)施工人員進(jìn)行有關(guān)安裝工藝質(zhì)量及安全等方面的培訓(xùn)，并經(jīng)考核合格，方準(zhǔn)參加本工程的施工。Based on the characteristics of the project, the contractor shall give training on process, quality and safety of installation to construction personnel in different positions, who will do the construction job only if they pass the test.
7）應(yīng)編制施工組織方案的實(shí)施計(jì)劃，并與其他設(shè)備與建筑裝修工作相協(xié)調(diào)。Make an implementation plan of the construction management scheme and coordinate with other work of equipment and construction installation.
8）設(shè)備材料到貨檢驗(yàn)Inspection of arrived equipment and materials
（1）設(shè)備材料根據(jù)設(shè)備供貨合同，在指定的地點(diǎn)進(jìn)行開箱檢驗(yàn)。開箱檢驗(yàn)必須在業(yè)主代表、監(jiān)理工程師、承包商代表下進(jìn)行。The equipment and materials shall be unpacked and inspected at appointed places under the equipment supply contract. Unpacking and inspection shall be done under the representative of owner, the supervising engineer and the representative of the contractor.
（2）隨機(jī)文件必須包括產(chǎn)品清單，產(chǎn)品出廠合格證，主要部件及整機(jī)的監(jiān)測報(bào)告，原產(chǎn)地證明文件，對(duì)有消防、壓力容器等特殊要求的，還應(yīng)附上國家指定監(jiān)測部門出具的監(jiān)測報(bào)告及本地主管部門出具的允許使用的證明文件。Documents accompanying the equipment shall include products list, factory inspection certificate, monitoring report of principal parts and the whole set equipment, certificate of origin, special requirement instructions on fire extinguishing and pressure containers, as well as monitoring report issued by national assigned monitoring department and certificate document issued by local authorized department for permission of use.
7.2.3 設(shè)備、材料現(xiàn)場保管和維護(hù)Site custody and maintenance of equipment and materials
1）一般規(guī)定General specifications
承包商施工范圍內(nèi)的所有設(shè)備、設(shè)施的維護(hù)保管應(yīng)遵循這些設(shè)備的國家有關(guān)規(guī)定及設(shè)備說明書要求，引進(jìn)設(shè)備還應(yīng)遵守系統(tǒng)與外方簽訂的有關(guān)合同規(guī)定，因承包商原因造成安裝的材料設(shè)備受損，一切費(fèi)用和補(bǔ)救由承包商承擔(dān)。Maintenance and custody of all the equipment and facilities for construction shall be done by the contractor in accordance with national relevant specifications of the equipment and the requirements of equipment instructions. Introduction of the equipment shall conform to the specifications of related contract concluded by the system and foreigners. The contractor shall be responsible for all the cost and remedies due to damages of installation materials and equipment caused by him.
2）設(shè)備的現(xiàn)場保管和維護(hù)Site custody and maintenance of equipment
（1）設(shè)備的保管Custody of equipment
承包商在清點(diǎn)完到貨設(shè)備后，應(yīng)建立設(shè)備及備品備件清單，工程完成之后，與業(yè)主辦理設(shè)備及備品備件移交手續(xù)。The contractor shall make a list of equipment and spare parts after checking the arrived equipment, and hand over the equipment and spare parts to the owner when the construction is completed.
（2）承包商在進(jìn)行任何與其他承包商設(shè)備、管線有直接關(guān)系的安裝、調(diào)試活動(dòng)前的三天，應(yīng)書面通知監(jiān)理工程師和相關(guān)各方，以便其作好正確的維護(hù)和保管工作，因不及時(shí)通知而造成的所有直接損失由承包商無條件予以賠償。The contractor shall notify the supervising engineer and all the related sides in writing three days before he do any installation and debugging directly related to the equipment and pipeline of other contractors so that they can perform proper maintenance and custody. And the contractor shall burden unconditional indemnify of all the direct loss due to late notice.
（3）在安裝完成，竣工驗(yàn)收之后，考慮到車站內(nèi)可能仍有系統(tǒng)承包商施工及為配合試運(yùn)營，承包商應(yīng)留主要施工人員和技術(shù)人員配合業(yè)主維修、保養(yǎng)及試運(yùn)營三月。Due to construction of other contractors and coordinating trial operation, the contractor shall leave the key construction personnel and technicians to assist the owner in servicing, maintenance and trial operation for three months after installation and complement acceptance.
3）材料的現(xiàn)場保管和維護(hù)Site custody and maintenance of materials
（1）承包商的現(xiàn)場施工材料應(yīng)在其臨建倉庫存放，考慮到站內(nèi)空間較密集，未經(jīng)業(yè)主或監(jiān)理工程師許可，不得在站內(nèi)任何房間、區(qū)域堆放材料或搭建臨用倉庫。The contractor shall store the site construction materials in his temporary warehouse, and shall not store materials or construct temporary warehouse in any room or areas without permission of the owner or the supervising engineer owing to intensive space of the station.
（2）業(yè)主將考慮將站廳層商業(yè)區(qū)域用房，站廳、站臺(tái)層公共區(qū)域在一段時(shí)間內(nèi)作為承包商的材料，機(jī)具存放用房，但承包商應(yīng)服從業(yè)主的安排，并自行負(fù)責(zé)保管。The owner shall consider offering the business rooms of station hall, station hall, public areas of station platform as the place to store the contractor’s materials, machines and tools for a period, but the contractor shall conform to the arrangement of the owner and be responsible for the custody.
（3）承包商應(yīng)負(fù)責(zé)材料存放的防火、防盜、防潮等措施。The contractor shall be responsible for making measures of fire prevention, burglary prevention and damp prevention.
（4）由于存放和維護(hù)措施不當(dāng)而造成材料的變形、變質(zhì)由承包商負(fù)責(zé)。The contractor shall be responsible for the deformation or debasement due to improper storage and maintenance.
（5）安裝完畢的管線，承包商應(yīng)予以維護(hù)，因承包商原因而造成其他系統(tǒng)的管線毀環(huán)將由承包商負(fù)責(zé)復(fù)原，若因此而造成工期延誤由承包商趕工補(bǔ)償。The contract shall maintain the installed pipeline. The contractor shall be responsible for recover the damaged pipeline of other systems caused by him and speed up the construction to make up for the delay of construction period.
7.2.4 安全防護(hù)與文明施工Safety protection and civilized construction
1）說明Interpretation
（1）承包商必須嚴(yán)格遵守國家和重慶市頒布的有關(guān)安全生產(chǎn)及文明施工的規(guī)定，業(yè)主和監(jiān)理工程師將進(jìn)行不定期的檢查，政府相關(guān)部門發(fā)現(xiàn)承包商有違例施工或不符文明施工的情況，視問題的嚴(yán)重程度進(jìn)行處置，甚至處罰。由此造成的一切損失由承包商自行承擔(dān)。The contractor shall strictly conform to the specifications related to safety production and civilized construction issued by the sate and Chongqing government. The owner and the supervising engineer shall inspect irregularly. Relevant governmental departments shall give a treatment or even a penalty to the contractor if there is any construction disobeying specifications or not in accordance with civilized construction based on the severity of the events. The contractor shall be responsible for all the loss resulted.
（2）承包商應(yīng)指定安全生產(chǎn)及文明施工的責(zé)任人，并結(jié)合本工程的特點(diǎn)制定一整套安全生產(chǎn)和文明施工的規(guī)章制度，有關(guān)責(zé)任人和規(guī)章制度在本合同簽訂后90天內(nèi)報(bào)送給業(yè)主和監(jiān)理工程師備案，對(duì)特殊工程項(xiàng)目需采取特別安全防護(hù)措施，應(yīng)須事先報(bào)告監(jiān)理工程師和業(yè)主批準(zhǔn)，否則不能動(dòng)工。The contractor shall assign persons responsible for safety production and civilized construction, and make regulations for safety production and civilized construction based on the characteristics of the project. The contractor shall report the persons and regulations to the owner and the supervising engineer for filing within 90 days after the conclusion of the contract. The contractor shall report to the supervising engineer and the owner for approval in advance if it is need to apply special protection measures for special construction project, or else he can’t start the construction.
（3）在高架區(qū)間施工過程中，可以租用業(yè)主采購的特制工程車進(jìn)行橋上的設(shè)備安裝（含敷設(shè)電纜），但由此產(chǎn)生的使用費(fèi)用（如燃油費(fèi)、人工費(fèi)等）折合成每車每臺(tái)班人民幣1200元由承包商承擔(dān)。必須中斷或嚴(yán)重干擾地面公路交通時(shí)，應(yīng)提前一個(gè)月做出詳細(xì)的施工組織方案報(bào)監(jiān)理工程師，經(jīng)有關(guān)部門批準(zhǔn)后方可開始組織施工。The contractor may rent the special engineering van procured by the owner for installation of equipment (including cabling) over the bridge, and burden the operating cost (fuel oil fee, labor cost, etc.) of RMB 1200 each van per machine-team. The contractor shall make a detailed construction management scheme and report to the supervising engineer a month before if it is necessary for the construction to interrupt or severely disturb the highway traffic, and shall start the construction only if it is approved by related departments.
2）安全防護(hù)Safety protection
（1）承包商對(duì)安全防護(hù)的責(zé)任Responsibility of contractor for safety protection
在工程最終驗(yàn)收之前的整個(gè)施工期內(nèi)，承包商必須制定并采取一切必要的措施，保證工程現(xiàn)場施工安全（包括承包商和非承包商的人員安全）維護(hù)工地正常生產(chǎn)、生活秩序。承包商在合同簽訂后90天內(nèi)，必須制定一份有關(guān)安全技術(shù)組織措施的書面報(bào)告遞交監(jiān)理工程師批準(zhǔn)，承包商必須遵守國家頒布的有關(guān)安全規(guī)程。對(duì)于不符合我國法律、法令、安全規(guī)程及本合同規(guī)定的事故隱患，監(jiān)理工程師有權(quán)進(jìn)行干預(yù)，如發(fā)生重大安全事故，承包商必須按國家的有關(guān)法規(guī)及時(shí)通知監(jiān)理工程師、業(yè)主和有關(guān)上級(jí)主管部門，并按《工程建設(shè)重大事故報(bào)告和調(diào)查程序規(guī)定》執(zhí)行。承包商應(yīng)對(duì)因違反安全規(guī)程造成的責(zé)任事故承擔(dān)責(zé)任，而不應(yīng)為此增加業(yè)主支付費(fèi)用或延遲施工進(jìn)度。During the whole construction period before the completion acceptance, the contractor shall make and perform all the necessary measures to ensure the construction safety on the site (including the safety of the contractor’s personnel and other people) and maintain normal production and daily life on the site. The contractor shall make a written report related to management measures of safety technique in accordance with the related safety regulations issued by the state and send the report to the supervising engineer for approval within 90 days after the conclusion of the contract. The supervising engineer has a right to intervene the incipient faults resulted from unconformity with national laws, acts, safety regulations and the specifications of the contract. If any important safety accident occurs, the contractor shall notify the supervising engineer, the owner and related supervising authorized departments as soon as possible in accordance with the related national laws and regulations, and settle the accident as per “Construction Major Accident Reports and Investigation Procedures”. The contractor shall take his responsibility for the accidents caused by disobeying the safety regulations and shall neither increase the owner’s cost nor delay the construction progress.
（2）勞動(dòng)保護(hù)Labor protection
凡屬承包商雇用的現(xiàn)場工作人員，承包商必須根據(jù)作業(yè)種類和特點(diǎn)并按照國家的勞動(dòng)保護(hù)法發(fā)給相應(yīng)的勞保用品。The contractor shall provide all his on-site employees with labor protection necessities as per the type and characteristics of their work and in accordance with national labor protection laws.
（3）安全防護(hù)信號(hào)Safety protection signals
①承包商應(yīng)在施工工程區(qū)內(nèi)設(shè)置一切必要的安全防護(hù)信號(hào)裝置，這些信號(hào)裝置包括（但不限于）：The contractor shall set up all the necessary safety protection signal devices on the construction site, including (but not limited to):
a．標(biāo)準(zhǔn)的道路信號(hào)；Standard road signals;
b．報(bào)警信號(hào)；Alarm signals;
c．危險(xiǎn)信號(hào)。Danger signals.
②承包商應(yīng)負(fù)責(zé)維護(hù)自己和業(yè)主在工程區(qū)內(nèi)放置的所有信號(hào)裝置。 The contractor shall maintain all the signal devices installed by himself and the owner.
③若監(jiān)理工程師認(rèn)為承包商提供的信號(hào)系統(tǒng)不能有效地保證安全，承包商必須按監(jiān)理工程師的要求補(bǔ)充、修改或更換該系統(tǒng)。Once the supervising engineer believes the signal system provided by the contractor can’t ensure the safety effectively, the contractor shall complement, modify or change the system as per the supervising engineer’s requirements.
（4）安全防護(hù)規(guī)程Safety protection regulations
承包商應(yīng)根據(jù)國家頒布的安全規(guī)程，結(jié)合自己的實(shí)際編印適合于本工程使用的安全防護(hù)規(guī)程，并遞交監(jiān)理工程師審批。The contractor shall compile a safety protection regulation applicable to the construction based on the actual conditions and in accordance with safety regulations issued by the state.
安全防護(hù)規(guī)程的內(nèi)容應(yīng)包括（但不限于）：The content of safety and protection regulations shall include (but not be limited to):
—防護(hù)衣、安全帽、防護(hù)鞋襪及其他防護(hù)用品的使用；use of protective clothing, safety cap, protective shoes and socks as well as other protective articles;
—升降機(jī)和起重機(jī)的使用；use of elevator and hoister;
—汽車駕駛和運(yùn)輸機(jī)械的使用；driving automobile and use of transportation machinery;
—用電安全；power safety;
—金屬結(jié)構(gòu)安裝作業(yè)的安全；safety of installation of metal structures
—機(jī)修作業(yè)的安全；safety of machine servicing
—高空作業(yè)的安全；safety of overhead working;
—焊接和涂漆作業(yè)的安全和防護(hù)；safety and protection of welding and painting;
—意外事故和火災(zāi)的救護(hù)程序；rescue procedures for accidents and fire hazard;
—信號(hào)和告警知識(shí)；knowledge about signals and warnings;
—其他有關(guān)規(guī)定。other relevant specifications.
3）環(huán)境保護(hù)Environmental protection
承包商必須遵守國家及重慶市有關(guān)環(huán)境保護(hù)的法令，承包商應(yīng)采取一切合理步驟保護(hù)現(xiàn)場內(nèi)外的環(huán)境，并限制由于施工作業(yè)引起的污染、噪聲，以及其他后果對(duì)公眾和財(cái)產(chǎn)造成的損害和妨礙。承包商應(yīng)保證在合同期間，現(xiàn)場氣體散發(fā)、地面排水及排污不能超過法律規(guī)定的數(shù)值。The contractor shall conform to the laws and acts related to environmental protection issued by the sate or Chongqing Municipal Government. The contractor shall take all reasonable measures to protect the environment in and out of the site, and restrict the pollution and noise caused by the construction work as well as other consequences which will damage or obstruct the public and property. The contractor shall ensure the gas emission, surface drainage and pollution not exceeding the value specified in the laws within the period of contract.
4）文明施工Civilized construction
承包商應(yīng)當(dāng)貫徹文明施工的要求，推行現(xiàn)代管理方法，科學(xué)組織施工，做好施工現(xiàn)場的各項(xiàng)管理工作。制定文明施工管理辦法，報(bào)監(jiān)理工程師審批后實(shí)施。The contractor shall meet the requirement of civilized construction, shall push modern management method, shall organize the construction scientifically, shall do all the on-site management work perfectly, and shall make management scheme for civilized construction and implement the scheme after reporting it to the supervising engineer for approval.
7.2.5 工程臨時(shí)管理Provisional management of project
1）工作的技術(shù)要求Technical requirement of the work
在各分項(xiàng)工程完成之后，業(yè)主保留將已驗(yàn)收的部分委托承包商進(jìn)行臨時(shí)運(yùn)行的權(quán)利，或在業(yè)主運(yùn)營過程中，委托承包商利用其對(duì)系統(tǒng)設(shè)備的熟悉，進(jìn)行巡檢和對(duì)業(yè)主運(yùn)營人員的交底。在前一種情況下，承包商應(yīng)按照有關(guān)的規(guī)程、規(guī)范進(jìn)行臨時(shí)運(yùn)行、對(duì)其臨管工程部分承擔(dān)運(yùn)行、維修、保養(yǎng)的全部責(zé)任，保證各項(xiàng)目系統(tǒng)的正常使用。兩種情況下，均由業(yè)主承擔(dān)臨時(shí)運(yùn)行的易損、易耗材料、水電等費(fèi)用，并保留運(yùn)營管理、調(diào)度的全部權(quán)利，承包商應(yīng)毫無保留地將其對(duì)設(shè)備、系統(tǒng)的操作、保養(yǎng)等經(jīng)驗(yàn)和知識(shí)傳授給業(yè)主的運(yùn)管人員。
After completion of all parts of the construction, the owner will keep his right of entrusting the contractor to make a trial operation of the accepted parts, or entrusting the contractor to inspect the equipment system and explain the operation to the operators of the owner during the operation by the owner. On former occasion, the contractor shall make the trial operation in accordance with related regulations and specifications and take responsibility for operation, servicing and maintenance to ensure the normal work of the system. On both occasion, the owner shall be responsible for the costs of vulnerable and fugitive materials as well as water and power in the trial operation, and keep all his rights in operation management and dispatching. The contractor shall teach the operators of the owner his experience and knowledge on operation and maintenance of equipment and system without any withholding.
2）人員要求Personnel requirements
在滿足臨時(shí)運(yùn)行管理的原則下，承包商的派出人員應(yīng)包括主持完成本工程安裝調(diào)試工作的主要有關(guān)技術(shù)人員及高級(jí)技術(shù)工人。With the principle of ensuring trial operation management, the personnel assigned by the contractor shall be main technicians and senior technical workers to be responsible for the installation and debugging of the construction.
7.2.6 與其他承包商的協(xié)調(diào)Coordination with other contractors
1）通用要求General requirements
（1）本合同工程施工期間，承包商除應(yīng)遵守 “施工干擾與協(xié)調(diào)”的義務(wù)外，考慮本工程相關(guān)工程項(xiàng)目由其他承包商施工，對(duì)承包商之間的協(xié)調(diào)，本工程合同的承包商必須服從業(yè)主及監(jiān)理工程師的統(tǒng)一協(xié)調(diào)指揮和有關(guān)指令。In the process of construction under the contract, except in accordance with specifications of “construction disturbance and coordination” the contractor shall conform to the uniform coordination and command of the owner and the supervising engineer since the related works of the construction are constructed by other contractors.
（2）承包商應(yīng)在任何情況下配合及支持其他安裝承包商與本系統(tǒng)有關(guān)的施工和安裝調(diào)試。
The contractor shall coordinate and support other installation contractors in construction and installation debugging related to the system on any occasion.
（3）承包商應(yīng)在各車站站廳層、站臺(tái)層、信號(hào)設(shè)備用房、車站控制室等施工開始前檢查確認(rèn)預(yù)留管線與其他承包商不相互妨礙，保證與車站其他承包商施工相互協(xié)調(diào)。
The contractor shall check the prepared pipelines in the halls and platforms, signal equipment rooms, control room of the station before construction and confirm the pipelines are neither influenced by nor influence on those of other contractors to ensure coordination with the station and construction of other contractors.
2）專用要求Special requirements
承包商應(yīng)在施工前期，詳細(xì)審查圖紙，在業(yè)主和監(jiān)理的幫助下，建立接口表，明確與所有相關(guān)系統(tǒng)的接口形式和施工調(diào)試方案，整個(gè)施工過程中，承包商有責(zé)任澄清與落實(shí)自身及相關(guān)接口方面處理的情況，并每月報(bào)送監(jiān)理。
The contractor shall examine drawings carefully before construction and set up interfaces chart with the help of the owner and the supervising engineer to clarify all the interface forms and construction debugging scheme related to the system. In the whole process of construction, the contractor shall clarify and perform his condition and the treatment of interfaces and report to the supervising engineer monthly.
3）車行區(qū)的管理Driveway administration
（1）車站、區(qū)間行車限界范圍內(nèi)為車行區(qū)，是各個(gè)承包商作業(yè)、材料運(yùn)輸?shù)墓矃^(qū)。
The driveway within stations and area driving boundary is a public area for working and materials transportation of contractors.
（2）為了保證車行區(qū)各承包商的正常施工，降低各工序的干擾及材料運(yùn)輸?shù)陌踩�，業(yè)主將同意指定車行區(qū)的施工作業(yè)、運(yùn)輸管理辦法，承包商必須無條件遵守執(zhí)行。
In order to ensure the normal construction of all the contractors in the driveway, reduce disturbance of the processes and ensure safe transportation of materials, the owner will specify the construction work and transportation management methods. The contractor shall conform to it without any condition.
（3）車行區(qū)的作業(yè)和使用必須得到有關(guān)部門的批準(zhǔn)，承包商有責(zé)任和義務(wù)與有關(guān)部門取得聯(lián)系和協(xié)調(diào)。
The work and use of driveway shall obtain approval from related departments, and the contractor shall be responsible for contacting related departments and coordinating with them.
（4）承包商的材料和設(shè)備的運(yùn)輸如需使用車行區(qū)，必須在5天前向監(jiān)理工程師申請，取得有關(guān)部門批準(zhǔn)后，應(yīng)接受業(yè)主統(tǒng)一調(diào)度，材料設(shè)備的組織運(yùn)輸屬承包商的責(zé)任。If the transportation of materials and equipment need use of driveway, the contractor shall apply to the supervising engineer before 5 days and receive uniform dispatching of the owner after obtaining approval from related departments. The contractor shall be responsible for organization and transportation of materials and equipment.
（5）承包商需在車行區(qū)間范圍內(nèi)施工和作業(yè)，必須在一個(gè)月前向監(jiān)理工程師申請，取得有關(guān)部門批準(zhǔn)后，只能在規(guī)定的時(shí)間內(nèi)進(jìn)行作業(yè)，未經(jīng)批準(zhǔn)，承包商的機(jī)具、材料、人員等不得進(jìn)入車行區(qū)，違反規(guī)定時(shí)，監(jiān)理工程師有權(quán)采取措施加以制裁，由此而引起的一切后果均由承包商負(fù)責(zé)。If the construction and work of the contractor in the driveway, the contractor shall apply to the supervising engineer before a month and work in specified time after obtaining approval from related departments. Without approval, the contractor’s tools, materials and personnel shall not get into the driveway. If the contractor disobeys the specifications, the supervising engineer has right to make measures to treat it, and the contractor shall be responsible for all the consequences.
（6）承包商有責(zé)任和義務(wù)安排專人維護(hù)車行區(qū)的安全和環(huán)境。
The contractor shall take responsibilities and obligations to arrange personnel responsible for maintaining the safety and environment of driveway.
（7）業(yè)主所給定的外界條件及工序之間的互相干擾對(duì)工程的影響是客觀存在的，承包商在投標(biāo)時(shí)應(yīng)考慮和分析這種制約因素，以及相應(yīng)的應(yīng)急措施，承包商不得因?yàn)檫@種影響向業(yè)主提出索賠和順延工期的要求。
It is an objective factor that the external conditions given by the owner and disturbance between processes will influence the construction, the contractor shall consider and analyze the restricted factors when he bid and make out emergency measures. The contractor shall not require claims or postpone construction period to the owner due to this influence.
7.2.7 施工人員資質(zhì)的一般規(guī)定General specifications on constructor qualification
1）承包商的資格Contractor qualification
（1）承包商必須具有本系統(tǒng)施工一級(jí)資質(zhì)，必要時(shí)，須取得地方主管部門認(rèn)可的資質(zhì)。
The contractor shall have a first class qualification on construction of the system, and shall obtain the qualification approved by the local authority, if necessary.
（2）承包商應(yīng)有類似工程等項(xiàng)目的施工經(jīng)驗(yàn)（書面證明）。
The contractor shall have a construction experience of similar engineering projects (written certificate).
（3）承包商中的員工數(shù)量應(yīng)能保證工期。
The number of personnel provided by the contractor shall ensure the construction to be complete on time.
2）安裝人員的資格Installer qualification
（1）一般要求General requirements
承包商應(yīng)在投標(biāo)時(shí)書面詳細(xì)提供員工的技能、教育、培訓(xùn)情況，以證明他們有能力完成本系統(tǒng)的安裝，要求技術(shù)工人應(yīng)持有政府管理部門發(fā)給的本專業(yè)上崗證書。
The contractor shall provide detailed information of his personnel, including skills, education and training in writing accompanying with the bidding documents to prove they are qualified to complete installation of the system. The technical workers shall have professional certificate issued by the government authority.
（2）施工項(xiàng)目工程師Construction project engineer
施工項(xiàng)目工程師必須完成了相關(guān)學(xué)業(yè)，要求具有5年以上同類工程施工安裝經(jīng)驗(yàn)，具有良好的本專業(yè)工程施工組織及協(xié)調(diào)能力。
The construction project engineer shall have completed related education and shall have above 5-year experience of installation of the similar construction as well as excellent organization and coordination abilities of this project construction.
7.2.8 放線 Setting out
承包商應(yīng)按業(yè)主書面給出的原始基準(zhǔn)點(diǎn)，基準(zhǔn)線和參考標(biāo)高對(duì)工程進(jìn)行放線，并為此提供全部必要的儀器、裝置和勞務(wù)。
The contractor shall set out the construction according to the original reference point, reference line and reference height provided by the owner in writing, and shall offer all the necessary apparatus and devices and labor.
在工程施工過程中，如果工程的位置、標(biāo)高尺寸或準(zhǔn)線出現(xiàn)錯(cuò)誤，承包商應(yīng)修正上述錯(cuò)誤。
If there is any mistake in the position, dimension of height mark or reference line of the construction, the contractor shall amended it during construction.
承包商應(yīng)負(fù)擔(dān)修正錯(cuò)誤的費(fèi)用，除非上述錯(cuò)誤是由業(yè)主書面提供的錯(cuò)誤資料引起，或由另一承包商的錯(cuò)誤引起。
The contractor shall be responsible for the amendment cost unless the mistake is caused by the mistake of written materials provided by the owner or caused by the fault of another contractor.
業(yè)主對(duì)任何放線的檢查不應(yīng)解除承包商對(duì)放線準(zhǔn)確度的責(zé)任。
The inspection on setting out by the owner shall never release the contractor’s responsibility on the precision of setting out.
7.2.9 施工質(zhì)量控制Construction quality control
1）承包商已為合同范圍內(nèi)的所有設(shè)備、材料的設(shè)計(jì)、制造、安裝、測試建立了一套質(zhì)量保證程序即質(zhì)量保證文件。The contractor has made a quality assurance procedure also namely quality assurance document for the design, manufacture, installation and test of all the equipment and materials within the contract.
2）為保證安裝質(zhì)量，承包商還必須按如下要求進(jìn)行質(zhì)量控制。In order to ensure the installation quality, the contractor shall also control the quality as per the requirements as follows.
（1）貫徹GB/T1900《質(zhì)量管理與質(zhì)量保證》，建立、健全工程質(zhì)量保證體系，完善質(zhì)量管理制度，建立質(zhì)量控制流程。 To implement GB/T1900 “Quality Management and Quality Assurance”, set up and complete project quality assurance system, promote quality management system and build up quality control flow.
（2）建立自檢、互檢制度，每個(gè)分項(xiàng)目或某個(gè)獨(dú)立機(jī)構(gòu)組織的施工，都應(yīng)指定質(zhì)量負(fù)責(zé)人，負(fù)責(zé)落實(shí)這項(xiàng)工作。To set up self-check and mutual-check systems, and assign quality directors to take the responsibility for any part of the works or partial works organized by any independent department and make the work into practice.
（3）承包商應(yīng)嚴(yán)格按照本項(xiàng)目的安裝指南和有關(guān)文件（手冊）的規(guī)定，以及有關(guān)的施工圖紙進(jìn)行施工。The contractor shall construct strictly in accordance with the specifications of the installation guidance and related document (manual) as well as related construction drawings.
（4）必須有安裝過程中質(zhì)量記錄，記錄中應(yīng)有檢查項(xiàng)目，安裝要求，并對(duì)安裝劃分階段，每個(gè)階段都有安裝人和檢查人簽名，由監(jiān)理工程師檢查后簽名認(rèn)可，進(jìn)行下一階段的安裝，記錄應(yīng)一式兩份，其格式和對(duì)工程階段的劃分，應(yīng)在施工組織中提出，取得業(yè)主認(rèn)可后才能使用。Shall keep a quality record in installation, including inspection items, installation requirements, stages of installation and the signature of installers and inspectors of each installation, and the next installation shall be done after the former one has been signed and approved by the supervising engineer. The record shall be two copies, and its format and the stages division of construction shall be proposed in the construction organization and put into use after approval of the owner.
（5）凡埋地下、水下或混凝土中的安裝部件（屬隱蔽工程），承包商在具備覆蓋條件48小時(shí)前，應(yīng)書面通知監(jiān)理工程師檢查驗(yàn)收，監(jiān)理工程師將在接到通知后的24小時(shí)到現(xiàn)場檢查驗(yàn)收，認(rèn)為合格即予簽證，未經(jīng)簽證不得自行封閉，否則將承擔(dān)由此引起的一切損失。For all the installation parts underground, under water or in the concrete (concealed work), the contractor shall notify the supervising engineer in writing for inspection and acceptance 48 hours before he gains covering conditions. The supervising engineer will make an inspection and acceptance on site within 24 hours after receiving the notice, and give attestation if they are qualified. The contract shall not cover the installation parts without attestation, or else, he shall be responsible for all the loss.
（6）應(yīng)自覺接受監(jiān)理工程師的指導(dǎo)，無論什么情況，當(dāng)監(jiān)理工程師懷疑設(shè)備某個(gè)部件存在缺陷或故障，要求承包商查找時(shí)，承包商不得拒絕，所發(fā)生的費(fèi)用將由責(zé)任人負(fù)責(zé)。The contractor shall accept the guidance of the supervising engineer. On any occasion, when the supervising engineer doubts there is any defect or fault in the parts of equipment and requires the contractor to check it, the contractor shall not refuse and shall be responsible for all the costs.
（7）業(yè)主進(jìn)行的各種檢查、試驗(yàn)和簽證均不解除承包商對(duì)所有承包工程安裝質(zhì)量所負(fù)的全面責(zé)任，除非質(zhì)量問題是由于設(shè)計(jì)及制造原因引起的。All the inspections, tests and attestation made by the owner shall never cancel the contractor’s responsibilities for project installation quality, except that the quality problem is caused by the failure of design or manufacture.
7.3 工程范圍Works Scope
1)工程地點(diǎn)Project site
工程地點(diǎn)為全線18個(gè)車站及區(qū)間、控制中心大樓、車輛段信號(hào)樓（包括出入段線、試車線、培訓(xùn)中心）等處的室內(nèi)、外。Project site shall include inside and outside of the places such as 18 stations along the whole line, areas between the stations, control centre building, and signal towers along the driveway (lines for entry and exiting, trail running line and training centre included).
2)建筑安裝工程內(nèi)容Content of construction and installation project
重慶輕軌三號(hào)線一期工程建筑安裝工程的主要內(nèi)容包括但不限于:The main content of construction and installation project for the first stage of Chongqing Light Railway No. 3 Line Project shall include but not be limited to:
(1) 各設(shè)備集中車站室內(nèi)設(shè)備安裝，包括聯(lián)鎖設(shè)備、ATP及列車位置檢測設(shè)備、CTC分機(jī)設(shè)備、外線端子架、接口架、電源屏、UPS及電池、車控室控制臺(tái)等的安裝、連接與調(diào)試、試驗(yàn)配合。Indoor equipment installation for stations of concentrated equipment, including installation, connection, debugging and testing of interlock equipment, ATP and monitoring device of train position, CTC extension equipment, external-line terminal frame, interface frame, power screen, UPS and battery and console of train control room, etc;
（2）各非設(shè)備集中車站室內(nèi)設(shè)備安裝，包括外線端子架、旅客向?qū)平涌�、發(fā)車計(jì)時(shí)器接口、車控室局部控制盤等的安裝、連接與調(diào)試、試驗(yàn)配合。Indoor equipment installation for stations of non-concentrated equipment, including installation, connection, debugging and testing of external-line terminal frame, interface of passenger guidance board, interface of departure timer, partial console panel of train control room, etc.
(3) 各車站站臺(tái)層設(shè)備安裝，包括發(fā)車計(jì)時(shí)器、緊急停車按鈕箱等的安裝、連接與調(diào)試、試驗(yàn)配合。Equipment installation for the platform of each station, including installation, connection, debugging and testing of departure timer and emergency stop switch box, etc;
(4) 各車站及站間的室外設(shè)備安裝，包括信號(hào)系統(tǒng)軌旁箱盒、信號(hào)機(jī)等安裝、連接與調(diào)試、試驗(yàn)配合。Outdoor equipment installation for each station and areas between stations, including rail-by chamber of signal systems and signal devices, etc;

(8) 車輛段試車線室內(nèi)外設(shè)備安裝，包括ATP/ATO及列車位置檢測設(shè)備、軌旁設(shè)備、外線端子架、接口架、控制臺(tái)、電源屏、UPS及電池等的安裝、連接與調(diào)試、試驗(yàn)配合。Indoor and outdoor equipment installation for trail running line and driveways, including installation, connection, debugging and testing of ATP/ATO, monitoring device of train position, rail-by equipment, external-line terminal frame, interface frame, console, power screen, UPS and battery, etc.
（9）車輛段及試車線室外設(shè)備安裝，包括信號(hào)系統(tǒng)軌旁箱盒、信號(hào)機(jī)、LED數(shù)字進(jìn)路表示器等安裝、連接與調(diào)試、試驗(yàn)配合。outdoor equipment installation for driveways and trail running line, including installation, connection, debugging and testing of rail-by chamber of signal systems, signal devices and LED digital route announcer, etc.
(10) 控制中心室內(nèi)主機(jī)及各工作站、局域網(wǎng)、背投顯示屏等設(shè)備的安裝、連接與調(diào)試、試驗(yàn)配合。Installation, connection, debugging and testing of indoor equipment such as host computer, work stations, LAN and rear projection screen, etc;

(17) 模擬培訓(xùn)中心的培訓(xùn)模擬設(shè)備的安裝、連接與調(diào)試配合。
Analog training equipments installation, connection, testing and mating in analog training centre.
(18) 系統(tǒng)尚需增加的各類設(shè)備的安裝、連接、調(diào)試、試驗(yàn)及配合。
Installation, connection, testing, experiment and mating of additional equipments required in system.
7.4 信號(hào)建筑安裝工程 Signal construction installation project
安裝分包商施工中采用和推廣經(jīng)批準(zhǔn)的新技術(shù)、新材料、新工藝，應(yīng)制定不低于現(xiàn)行國家或部級(jí)行業(yè)規(guī)范水平的質(zhì)量標(biāo)準(zhǔn)和工藝要求。安裝分包商在工程中所用設(shè)備、材料應(yīng)符合設(shè)計(jì)要求及國家現(xiàn)行標(biāo)準(zhǔn)。本標(biāo)準(zhǔn)執(zhí)行過程中如發(fā)現(xiàn)與安裝手冊中不符則參照修改安裝手冊中有關(guān)規(guī)定或有關(guān)規(guī)范執(zhí)行。
The design of approved new technology, new materials, new processing applied and popularized by installation subcontractor shall not be lower than the quality specification and processing requirements of current national or ministry professional level. The equipments, material applied by installation subcontractor in construction shall conform to the designing requirements and current national specification. In the process of implementation of this document, any parts of this document conflicting related parts of installation manual shall be implemented according to amendment vision of related parts of installation manual.
7.4.1室外電纜工程 Outdoor cable project
1)施工準(zhǔn)備及一般規(guī)定
General requirement of construction preparation
(1) 施工準(zhǔn)備同6.2.2
Construction preparation refers to 6.2.2
(2) 普通護(hù)套電纜在環(huán)境溫度不低于 -5度時(shí)敷設(shè)；
The general sheath cable piping shall not carry out below -5℃ in ambient temperatures.
(3) 電纜敷設(shè)時(shí)的彎曲半徑不得小于電纜外徑的15倍；
In case of piping the bending radius shall not more than 15 times of external diameter of cable.
(4) 信號(hào)控制電纜采用能耐交流額定電壓500伏以上的銅芯電纜。導(dǎo)電線芯的直流電阻在 +20度時(shí)，每千米不大于23.5歐姆；
Signal control cable applied the copper cored cable which may withstand 500 AC rated voltage. When the DC resistance of conductor wire core is about +20 degree the resistance of cable per thousand meters shall not exceed 23.72 ohm.
(5) 普通電纜線間絕緣電阻，任一線芯對(duì)地絕緣電阻，使用500V兆歐表測試，不得小于500兆歐/千米。綜合扭絞電纜，不得小于3000兆歐/千米。電纜在敷設(shè)前、后及配線前，應(yīng)認(rèn)真進(jìn)行電器特性測試，并作記錄。
用500兆歐表測試，其計(jì)算公式：
Among the insulation resistance between general cables, any insulation resistance to ground of cable shall be measured by 500V meg-ohmmeter. The resistance of measuring cable shall not below 500 megohm/km. comprehensive strand cable shall not below 3000 megohm/km. serious testing on apparatus characteristic shall be performed and recorded before or after piping and before conductor arrangement. Applied 500V meg-ohmmeter for measurement, the calculation formula shall be as follows:

Rx: convert the value to actual insulation resistance (Megohm) for per thousand meters.
(6) 站間通信光、電纜(如果有)，應(yīng)遵照《鐵路通信施工規(guī)范》、《鐵路光纜數(shù)字通信工程施工規(guī)定》有關(guān)規(guī)定執(zhí)行；
Optical fiber cable and electric cable (if any) between station communication shall conform to the related regulation in “Regulation for construction of railway communication” and “Regulation for construction of project of railway optical fiber cable communication”.
(7) 國外設(shè)備用電纜及電線路需根據(jù)供貨商的要求進(jìn)行敷設(shè)和測試。
Cable, wire or circuit for foreign equipments shall be conformed to the requirements of suppliers in piping and measurement.
2)電纜線路敷設(shè)
Cabling
(1) 電纜路徑的選擇應(yīng)符合設(shè)計(jì)要求；
The selection of cable line shall conform to the design requirements.
(2) 電纜應(yīng)緩和地敷設(shè)在橋架上或溝內(nèi)，并使其有一定的自然彎曲，室內(nèi)儲(chǔ)備量為8米，室外每端環(huán)狀儲(chǔ)備量為2米(20米以下為1米)，每端出入土及作頭為2米；通信光、電纜（如果有）室內(nèi)外每端的儲(chǔ)備參照《鐵路通信施工規(guī)范》、《鐵路光纜數(shù)字通信工程施工規(guī)定》執(zhí)行；
Cable shall be laid down softly on the bridge or inside of ditch, natural bending in a certain degree is required. Indoor reserve shall be 8 meters. The ring reserve of each part outdoor shall be 2 meters (20 meters below shall be calculated as 1 meter).the in entrance-exit ground parts of cable and its junction shall be 2 meters. Optical fiber cable and electric cable (if any) outdoor reserve of each end shall refer to “Regulation for construction of railway communication” and “Regulation for construction of project of railway optical fiber cable communication” for application.
(3) 電纜橋架上敷設(shè)多條電纜時(shí)，應(yīng)排列整齊，互不交叉；
Piping on bridge for multi-piece cable shall be neatly arranged and cable intersection is prohibited.
(4) 隧道和高架橋上電纜區(qū)間宜采用明敷，車站宜用隱蔽方式；
Cable of tunnel and viaduct shall adopt surface wiring, and conceal installation shall be applied in station.
(5) 各種電纜應(yīng)有編號(hào)并配有相應(yīng)的標(biāo)識(shí)；
All cables shall be label with relevant mark.
(6) 下列埋設(shè)地點(diǎn)應(yīng)埋設(shè)有電纜標(biāo)：
Cable sign shall be set up in the following inbuilt site.
> 電纜轉(zhuǎn)向或分支處；
Turning or branch of cable;
> 超過500米的直線中間點(diǎn)；
Intermediate points of line which exceed 500 meters;
> 地下接頭處；
Underground joints;
> 隧道內(nèi)電纜轉(zhuǎn)向或分支處；
Turning or branch of cable inside tunnel;
> 隧道內(nèi)電纜接頭處；

(7) 電纜從隧道一側(cè)過渡到另一側(cè)時(shí)，應(yīng)采用剛性固定卡固定。
Cable transit from one side of tunnel to another side shall apply the rigid fixed-caliper for fixing.
3)電纜防護(hù)
Cable protection
(1) 地面干線電纜采用電纜槽防護(hù)，分支電纜采用管防護(hù)。
Cable tray shall be applied in ground main cable for protection, and tube protection shall be applied in branch cable.
(2) 防護(hù)管的內(nèi)徑應(yīng)為電纜外徑的1.5倍以上。電纜穿過防護(hù)管后，應(yīng)用麻袋條纏繞堵嚴(yán)，以防損壞電纜；
Inside diameter of protective tube shall be 1.5 times above the external diameter of cable. When cables penetrate the protective tube, jute bag shall be applied for winding and blocking in case of cable damaging.
(3) 電纜穿過水溝、水渠敷設(shè)時(shí)應(yīng)以鋼管防護(hù)；
When cable piping pass through ditch and slice-way, it is necessary to apply steel tube for protection.
(4) 信號(hào)電纜與其它管線、建筑交叉、平行的防護(hù)標(biāo)準(zhǔn)應(yīng)符合《鐵路信號(hào)施工規(guī)范》第7.3.9.條有關(guān)規(guī)定執(zhí)行；
When signal cable intercourse with the other pipeline and building, the implementation of parallel protection standard shall comply with 7.3.9.clause of “regulation for construction of railway signaling”.
4）各種箱、盒的安裝
Cable box installation
(1) 電纜箱、盒引進(jìn)電纜后，應(yīng)用絕緣膠灌注固定。灌膠前，電纜引入口應(yīng)堵嚴(yán)，備用引入口亦應(yīng)堵嚴(yán)。灌注后的膠面應(yīng)整潔明亮，膠面高度可低于電纜護(hù)套5~10毫米。
After cable was switched in the cable box shall be fixed by insulation paste. Before fixing the lead-in entrance shall be blocked tightly and stand-up lead-in entrance shall also be blocked tightly. The glue surface shall be smooth and clean. The glue surface height may be 5-10mm lower to the cable sheath.
(2) 根據(jù)承包商提供的安裝技術(shù)手冊為依據(jù)并參照執(zhí)行。

Cable lay down requirements
(1) 電纜敷設(shè)包括以下作業(yè)：

> 利用適當(dāng)?shù)募夹g(shù)方法從工程車上或以其他方式鋪設(shè)電纜
Make use of applicable technology to pipe cable from engineering truck or by other means.

Press cable into cable bridge or cable slot.

> 信號(hào)機(jī)設(shè)置地點(diǎn)，應(yīng)按設(shè)計(jì)文件在施工中調(diào)查時(shí)確定；

> 信號(hào)機(jī)安裝，應(yīng)按設(shè)計(jì)施工圖中的要求進(jìn)行安裝；

> 信號(hào)機(jī)機(jī)構(gòu)的型號(hào)、規(guī)格和燈光配列應(yīng)符合設(shè)計(jì)規(guī)定。部件齊全，不得有裂紋，門關(guān)閉嚴(yán)密。
Models, specifications and light arrangements of semaphore shall meet with the design requirements and complete range of parts, free of crack and closely tight in sluice.

The conductor arrangement of semaphore shall comply with the requirements of design documents as well as “Standard for quality inspection and assessment of railway signal engineering” and carry out air-tight sealing procedure for guarding against damp.
3) ATP/ATO及列車位置檢測軌旁設(shè)備
ATP/ATO and train location inspection way-side equipments
軌旁設(shè)備的安裝應(yīng)滿足設(shè)備供貨商提供的安裝技術(shù)標(biāo)準(zhǔn)。
The installation of way-side equipments shall meet with the requirements for technical installation provided by equipment supplier.
4) 車載設(shè)備
On-board equipment of train
運(yùn)營列車信號(hào)車載設(shè)備的安裝應(yīng)滿足設(shè)備供貨商提供的安裝技術(shù)標(biāo)準(zhǔn)。
The installation of on-board signal equipment of train operation shall meet with the standard for installation technology provided by equipment supplier.
5) 車站站臺(tái)設(shè)備的安裝
Platform equipment installation of station
> 車站站臺(tái)設(shè)備包括:發(fā)車計(jì)時(shí)器、緊急停車按鈕箱等；
Platform equipments of station include: departure time meter and emergency stop button box, etc.
> 安裝前逐個(gè)進(jìn)行檢測，工作正常方可安裝；
Perform one by one inspection before installation and ensure a regular operating condition for installation.
> 吊裝方式、位置應(yīng)符合設(shè)計(jì)規(guī)定；
Lifting method and location shall comply with design requirements.
> 吊裝部件應(yīng)作防腐處理；
Lifting part shall carry out antiseptic treatment.
> 接配線的種類、防護(hù)、應(yīng)符合設(shè)計(jì)規(guī)定；
Wire type and protection shall meet with the design requirements.
> 電纜接頭應(yīng)有余量，電纜和電源線均應(yīng)固定，并不得用插頭承受電纜自重；
Joint of cable shall leave additional space. Cable and power circuit shall be fixed tightly. Using plug to stand the sole weight is not allowed.
6) 防腐、防潮、涂漆、培土
Preservation, damp proof, painting and earth up
（1）防腐、防潮宜采用熱浸鍍鋅、防腐瀝青、熱縮管等防腐、防潮濕處理，并符合設(shè)計(jì)規(guī)定。
Hot-dip galvanizing, rot-proof bitumen and thermal shrinkage tube is suggested for preservation, and moisture proof procedure in accordance with design requirements.
（2）涂漆及名稱書寫
Paint coating and writing for its name
> 信號(hào)設(shè)備除磨擦面、滑動(dòng)面、螺扣部分，表面鍍層部分，水泥部分及水泥制品外，應(yīng)全部涂漆，涂漆顏色應(yīng)符合有關(guān)規(guī)定。
All Signal equipments shall apply paint coating and the color of paint shall comply with the related requirements except fiction surface, slide surface, bolt parts, coating surface, cement part and cement product.
> 設(shè)備涂漆，應(yīng)先除銹，再涂防銹漆，然后涂規(guī)定顏色的調(diào)和漆。調(diào)和漆應(yīng)涂刷兩遍，油漆涂刷應(yīng)厚薄均勻、完整，不得有皺紋、鼓泡或脫落現(xiàn)象。
Paint coating of equipments shall perform rust cleaning procedure first and then be coated with antirust lacquer, then coated with mixed paint of regulated color. Mixed paint shall be coated twice and coating shall be even, integral and free of wrinkle bubbling and shedding.
> 信號(hào)設(shè)備的名稱代號(hào)應(yīng)與竣工圖相符，不應(yīng)使用未經(jīng)批準(zhǔn)的符號(hào)、代號(hào)及編號(hào)。字體應(yīng)符合國家現(xiàn)行的《機(jī)械制圖字體》(GB4457.3—1984)規(guī)定。
Name of signal equipments shall be complied with completion work chart. Symbol, code and serial number without approving shall not be applied. Character style shall comply with the requirements of current national regulation “Character style of mechanical drawing” (GB4457.3—1984).

- 信號(hào)機(jī)寫在機(jī)構(gòu)門中間；
Semaphore shall write in the middle of framed door
- 軌旁箱、盒寫在蓋子上。
Way-side case shall write on the cover.
（3）設(shè)備培土
Equipments earth up
> 室外地面信號(hào)設(shè)備的混凝土基礎(chǔ)埋深不足時(shí)，應(yīng)培土夯實(shí)，并有一定的斜邊坡。
When concrete base of outdoor ground signal equipments have an inadequate embedment depth, it is necessary to have a firm earth up and leave a battered slope.
> 信號(hào)設(shè)備培土不得小于：
Signal equipment earth up shall not below:
- 信號(hào)機(jī)，按設(shè)計(jì)要求確定；
Semaphore shall be defined in accordance with design requirements.
- 方向電纜盒，高度為基礎(chǔ)面以下150mm，頂面距盒中心500mm；
The height of orientation cable box shall be 150mm below foundation surface and its top is 500mm away from box center.
- 終端電纜盒，高度為基礎(chǔ)面以下150mm，頂面距盒中心400mm；
The height of terminal cable box shall be 150mm below foundation surface and its top is 400mm away from box center.
7.4.3室內(nèi)安裝工程 Indoor installation project
1) 施工準(zhǔn)備及一般規(guī)定 Construction preparation and general requirements
（1）施工準(zhǔn)備同6.2.2
Construction preparation shall refer to 6.2.2
（2）室內(nèi)設(shè)備安裝前，應(yīng)作數(shù)量清點(diǎn)和外觀檢查，設(shè)備應(yīng)完好，無損壞，零、部件齊全、配套。
Before indoor installation, it is necessary to perform quantity checking and visual inspection. Equipments shall be integral, free of damaging, complete range of parts and mating.
（3）對(duì)設(shè)備進(jìn)行電氣特性檢查測試，各項(xiàng)指標(biāo)應(yīng)符合國家和鐵道部現(xiàn)行有關(guān)標(biāo)準(zhǔn)或由國外供貨商提供的有關(guān)設(shè)備標(biāo)準(zhǔn)。
Perform electric character testing in equipments; indexes of equipments shall conform to the current national and railway ministry standard or related regulation of equipments provided by foreign supplier.
（4）各種機(jī)架、機(jī)柜的規(guī)格應(yīng)符合設(shè)計(jì)要求。
Specification of frameworks and cabinets shall conform to the design requirements.
（5）各種設(shè)備機(jī)架（柜）安裝位置、排列順序、安裝方式應(yīng)符合設(shè)計(jì)要求。
The installation location, arrange order, and installation method of equipments shall conform to the design requirements.
（6）架間配線采用多股銅芯塑料絕緣軟線，截面不得小于0.4mm2，線條中間不得有接頭或絕緣破損，配線電纜排列整齊，剝切時(shí)不得損傷線芯及絕緣，線把捆扎整齊，電線到位準(zhǔn)確，電纜應(yīng)有去向標(biāo)志。
Conductor between frameworks may apply the flexible cord of copper core and plastic insulation. The wire section shall not below 0.4mm2, and the middle part of wire shall free of junction or insulation damage. Conductor arrangement of cable shall be neatly. Shell off shall not damage any parts of wire core and insulation. Wire is closely packed and has an accurate location. Cable shall equip with orientation marking.
（7）配線焊接應(yīng)符合下列要求：
Wire welding shall comply with the following requirements:
> 嚴(yán)禁使用有腐蝕性焊劑；
Corrosive flux material is prohibited;
> 焊接必須牢固，不得有脫股、斷股，焊點(diǎn)光滑、無毛刺；
Welding shall be firm and free of chipping off, wire breaking. The welding surface shall be smooth and free of fins.
> 焊接端子片應(yīng)套塑料軟管，軟管長度應(yīng)一致。
The welding connector shall cover with plastic flexible pipe. The length of flexible pipe shall be the same with each others.
> 壓接配線應(yīng)滿足工藝要求。
Press-in wire shall meet with the related processing requirements
（8）電纜引入應(yīng)符合下列要求：
Cable leading-in shall meet with the following requirements:
> 電纜引入口應(yīng)堵嚴(yán)；
The leading-in entrance of cable shall be blocked tightly.
> 儲(chǔ)備的電纜排列整齊；盤放在指定位置；
The reserved cable shall be neatly arranged and coiled in a design location.
> 電纜引入電纜柜時(shí)，不得有硬彎或背扣；
When cable leaded in cabinet stiff bending and back buckling is prohibited:
> 電纜柜的電纜排列整齊，分段固定。嚴(yán)禁將電纜外護(hù)套及鋼帶剝除后固定；
Cable in cabinet shall be arranged neatly and fixed with separate section. Fixed the cable after shell off its sheath and steel strip is prohibited;
> 終端應(yīng)有標(biāo)明去向的銘牌。
Terminal shall be marked with nameplate for cable orientation.

其安裝工程的作業(yè)內(nèi)容根據(jù)供貨商提供的設(shè)備安裝技術(shù)標(biāo)準(zhǔn)執(zhí)行。
The content of installation project shall be implemented in accordance with the technical standard for equipments installation provided by supplier.
7.4.4防雷、接地 Lightning protection, Ground connection
1) 防雷接地裝置的種類、用材規(guī)格應(yīng)符合設(shè)計(jì)規(guī)定。]
The type and material specification of lightning protection and ground connection devices shall conform to the design requirements.
2) 防雷接地裝置的安裝應(yīng)符合設(shè)計(jì)規(guī)定。
Installation of lightning protection and ground connection device shall conform to the design requirements.
3) 防雷、接地的地線接地電阻值應(yīng)符合有關(guān)規(guī)定，滿足設(shè)備防護(hù)要求。
The resistance values of ground wire of lightning protection and ground connection shall meet with the related requirements to satisfy the protection requirements of equipments.
7.5 檢查測試 Inspection for testing
本章所列安裝要求及安裝標(biāo)準(zhǔn)、供貨商的安裝手冊以及設(shè)備購貨合同中有關(guān)附件的要求共同構(gòu)成信號(hào)系統(tǒng)設(shè)備安裝工程驗(yàn)收依據(jù)。
The installation standards, installation manual of supplier and the related appendix of equipments purchasing contract listed in the chapter form the foundation of installation project of signal equipments inspection.
1） 完工檢驗(yàn)
Final inspection
在完成安裝后，承包商在監(jiān)理工程師參加下，按照本章中標(biāo)準(zhǔn)完成所有安裝設(shè)備、電纜、電線、光纜等檢查和測試，檢驗(yàn)方法參照“TB10419-2000”規(guī)定。
After final inspection, supplier shall finish all the checking and testing work of installed equipments, cable, wire and optical fiber cable in accordance with the standard in the chapter with the participation of supervision engineer from supplier. Inspection method shall refer to the regulation of “TB10419-2000”.
2）檢查要求
Inspection requirements
（1） 設(shè)備外觀檢查：（現(xiàn)場檢查，據(jù)圖核對(duì)）
Visual inspection of equipments: (field inspection, verification with drawing).
各種設(shè)備漆層完好、清潔整齊，設(shè)備安裝位置正確，固定可靠。
The coating of equipments is well preserved, clean and neat. Equipments are installed in a correct location, fixed and reliable.
（2） 設(shè)備房檢查（現(xiàn)場觀察）
Equipments room inspection (field inspection)
設(shè)備房內(nèi)設(shè)備整齊，連接可靠，標(biāo)志齊全清晰，絕緣接地符合要求，電纜橋架安裝牢固位置正確。
Equipments shall be neat, and have sound connection reliability. Marking shall be comprehensive and distinctive. Insulation ground connection meet with related requirements. Installation of cable bridge is fixed and in a correct location.
（3） 機(jī)架（柜）間內(nèi)部配線檢查（現(xiàn)場據(jù)圖核對(duì)）
Inspection on frameworks (cabinets) of its internal wiring (field verification with drawing)
設(shè)備房內(nèi)機(jī)架（柜）間設(shè)備配線正確、牢固、整齊。
The wiring between frameworks (cabinets) of equipments shall be correct, fix and well arranged.
（4）電纜及機(jī)架等施工質(zhì)量及指標(biāo)按有關(guān)標(biāo)志逐項(xiàng)檢查測試。
The construction quality and indexes of Cable and framework shall be inspected in accordance with related sign in a successive term.
3) 聯(lián)調(diào) Joint debugging
（1）承包商應(yīng)根據(jù)聯(lián)調(diào)計(jì)劃，提出設(shè)備單調(diào)、系統(tǒng)聯(lián)調(diào)方案、經(jīng)業(yè)主審批后加以實(shí)施、調(diào)試。驗(yàn)收結(jié)果應(yīng)有駐地監(jiān)理工程師確認(rèn)。
Supplier shall design signal debugging and systematic joint debugging procedure in accordance with joint debugging plan. It shall be put it into operation and testing after approving by the owner. The inspection result shall be confirmed by the supervision engineer in the field.
（2）承包商除負(fù)責(zé)設(shè)備安裝外，還應(yīng)負(fù)責(zé)系統(tǒng)聯(lián)調(diào)工作，并在聯(lián)調(diào)過程對(duì)其他系統(tǒng)（合同外）的要求作必要的配合，及時(shí)解決聯(lián)調(diào)中出現(xiàn)的問題，以保證聯(lián)調(diào)成功。
Except installation supplier shall responsible for joint debugging of system and perform necessary cooperation in other system (outside contract) during the joint debugging process, and solve the problem in joint debugging to ensure successful joint debugging.
